44 R E S O L U T I O N
55 WHEREAS, Friends, family, and the community of Fort Worth are
66 deeply saddened by the passing of local trailblazer Walter Beatrice
77 Campbell Barbour on Sunday February 1, 2015, at the age of 93; and
88 WHEREAS, Born in Fort Worth, Walter B., as she was
99 affectionately known, attended the then-segregated I.M. Terrell
1010 High School; After graduating in 1937, she went on to receive her
1111 Bachelor's degree from Prairie View A&M University followed by a
1212 Master's degree from Georgia's Atlanta University; and
1313 WHEREAS, Walter B. returned to her hometown and in 1977 was
1414 the first African American woman to be elected to the Fort Worth
1515 City Council, a position she held until 1979; and
1616 WHEREAS, During her tenure as a city council member, she
1717 advocated for a health care clinic in the Stop Six area, and in
1818 1994, the Stop Six/Walter B. Barbour Health Center was constructed
1919 in honor of her dedication to medical research in the community; She
2020 is also known for bringing $6 million in street improvements to her
21- district while a council member; Mrs.
22- Barbour also served as a
23- tireless advocate for low-income children in Fort Worth, promoting
21+ district while a council member; Barbour also served as a tireless
22+ advocate for low-income children in Fort Worth, promoting
2423 recreational facilities and summer food programs; She is also known
2524 for bringing the first fire department to the Stop Six community;

27- WHEREAS, Mrs. Barbour spent the part of her career supporting
28- the community's youth by working as a guidance counselor at Eastern

3332 well as the Newsmaker of the Year award from the Fort Worth Press
3433 Club; Walter B. was an advocate and an inspiration to countless
3534 individuals in the Fort Worth Community and beyond; now, therefore,
3635 be it
3736 RESOLVED, That the House of Representatives of the 84th Texas
3837 Legislature hereby pay tribute to the memory of Walter Beatrice
3938 Campbell Barbour and celebrate her remarkable life and legacy; and,
4039 be it further
4140 RESOLVED, That an official copy of this resolution be
4241 prepared for her family and that when the Texas House of
4342 Representatives adjourns this day, it do so in the memory of Walter
4443 Beatrice Campbell Barbour.
