| 6 | 6 | | WHEREAS, February 2, 2016, marks the 168th anniversary of the |
|---|
| 7 | 7 | | signing of the Treaty of Guadalupe Hidalgo, an act that officially |
|---|
| 8 | 8 | | signaled the end of the Mexican War; and |
|---|
| 9 | 9 | | WHEREAS, Concluding hostilities that had begun between |
|---|
| 10 | 10 | | Mexico and the United States in 1846, the treaty constitutes a major |
|---|
| 11 | 11 | | event in the history of both countries and in the annals of the Lone |
|---|
| 12 | 12 | | Star State; and |
|---|
| 13 | 13 | | WHEREAS, In consequence of its provisions, Mexico recognized |
|---|
| 14 | 14 | | the annexation of Texas by the United States and accepted the Rio |
|---|
| 15 | 15 | | Grande as the state's southern boundary; in addition, Mexico ceded |
|---|
| 16 | 16 | | to the United States the territory of the present-day states of |
|---|
| 17 | 17 | | California, Arizona, and New Mexico, as well as parts of Utah, |
|---|
| 18 | 18 | | Nevada, and Colorado, in exchange for a payment of $15 million; and |
|---|
| 19 | 19 | | WHEREAS, The treaty further offered American citizenship to |
|---|
| 20 | 20 | | Mexicans living in the ceded lands, an offer accepted by an |
|---|
| 21 | 21 | | overwhelming majority of the approximately 80,000 individuals who |
|---|
| 22 | 22 | | thus became eligible; and |
|---|
| 23 | 23 | | WHEREAS, Those holding Mexican title to land now situated |
|---|
| 24 | 24 | | within the borders of the United States were also promised respect |
|---|
| 25 | 25 | | for their property; in Texas, subsequent adjudication confirmed |
|---|
| 26 | 26 | | almost all of the claims that were presented for validation; and |
|---|
| 27 | 27 | | WHEREAS, Yet another treaty provision stipulated that Mexico |
|---|
| 28 | 28 | | and the United States would refer future disputes to arbitration; |
|---|
| 29 | 29 | | an outstanding instance of such a resolution is the Chamizal |
|---|
| 30 | 30 | | settlement of 1963, which concluded a 99-year-old boundary dispute |
|---|
| 31 | 31 | | in the vicinity of El Paso; and |
|---|
| 32 | 32 | | WHEREAS, The Treaty of Guadalupe Hidalgo secured for Texas |
|---|
| 33 | 33 | | its claim to land between the Nueces River and the Rio Grande, |
|---|
| 34 | 34 | | pointed the way toward a bilingual, multiethnic society along the |
|---|
| 35 | 35 | | Texas-Mexico border, and pledged two proud countries to peaceful |
|---|
| 36 | 36 | | negotiation of their differences; now, therefore, be it |
|---|
| 37 | 37 | | RESOLVED, That the House of Representatives of the 84th Texas |
|---|
| 38 | 38 | | Legislature hereby commemorate the 168th anniversary of the signing |
|---|
| 39 | 39 | | of the Treaty of Guadalupe Hidalgo on February 2, 1848, and |
|---|
| 40 | 40 | | recognize the momentous significance of this date for the State of |
|---|
| 41 | 41 | | Texas. |
