| 6 | 6 | | WHEREAS, February 26, 2015, marks the 23rd anniversary of the |
|---|
| 7 | 7 | | Khojaly Massacre in Azerbaijan, and the observance of this somber |
|---|
| 8 | 8 | | date inspires reflection by individuals across the globe; and |
|---|
| 9 | 9 | | WHEREAS, On February 25 and 26, 1992, Armenian armed forces, |
|---|
| 10 | 10 | | accompanied by Russian military troops, occupied the town of |
|---|
| 11 | 11 | | Khojaly as part of the bitter warfare that had been taking place in |
|---|
| 12 | 12 | | the Nagorno-Karabakh region since 1988; and |
|---|
| 13 | 13 | | WHEREAS, When a large group of Azerbaijani civilians |
|---|
| 14 | 14 | | attempted to evacuate the area, they were fired on by the Armenian |
|---|
| 15 | 15 | | and Russian soldiers, resulting in the largest massacre of that |
|---|
| 16 | 16 | | bloody conflict; estimates of the exact number of people killed |
|---|
| 17 | 17 | | vary from 160 to as many as 1,000, with many women and children |
|---|
| 18 | 18 | | among the dead; and |
|---|
| 19 | 19 | | WHEREAS, The massacre was reported by major news |
|---|
| 20 | 20 | | organizations and has been viewed by the Human Rights |
|---|
| 21 | 21 | | Watch/Helsinki organization as a violation of customary law |
|---|
| 22 | 22 | | regarding the treatment of civilians in war zones; moreover, |
|---|
| 23 | 23 | | numerous governments around the world have condemned the attack; |
|---|
| 24 | 24 | | and |
|---|
| 25 | 25 | | WHEREAS, This tragic event is a sobering reminder of the |
|---|
| 26 | 26 | | terrible carnage that can be inflicted in wartime and the enduring |
|---|
| 27 | 27 | | need for greater understanding, communication, and tolerance among |
|---|
| 28 | 28 | | people the world over; now, therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the House of Representatives of the 84th Texas |
|---|
| 30 | 30 | | Legislature hereby commemorate the 23rd anniversary of the Khojaly |
|---|
| 31 | 31 | | Massacre in Azerbaijan. |
