117 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
128 SECTION 1. Subchapter A, Chapter 130, Education Code, is
139 amended by adding Section 130.0104 to read as follows:
1410 Sec. 130.0104. MULTIDISCIPLINARY STUDIES ASSOCIATE DEGREE
1511 PROGRAM. (a) The governing board of each public junior college
1612 district shall establish a multidisciplinary studies associate
1713 degree program at each junior college in the district.
1814 (b) A multidisciplinary studies associate degree program
1915 established at a junior college under this section must require a
2016 student to successfully complete:
2117 (1) the junior college's core curriculum adopted under
2218 Section 61.822(b); and
2319 (2) after completion of the core curriculum under
2420 Subdivision (1), the courses selected by the student in the
2521 student's degree plan completed under Subsection (c).
2622 (c) Notwithstanding Section 51.9685, before the beginning
2723 of the regular semester or term immediately following the semester
2824 or term in which a student successfully completes a cumulative
2925 total of 30 or more semester credit hours for coursework in a
3026 multidisciplinary studies associate degree program established
3127 under this section, the student must meet with an academic advisor
3228 to complete a degree plan, as defined by Section 51.9685(a)(1),
3329 that:
3430 (1) accounts for all remaining credit hours required
3531 for the completion of the degree program; and
3632 (2) emphasizes:
3733 (A) the student's transition to a particular
3834 four-year college or university that the student chooses; and
3935 (B) preparations for the student's intended
4036 field of study or major at the four-year college or university.
4137 (d) The coordinating board shall adopt rules as necessary
4238 for the administration of this section, including rules ensuring
4339 that:
4440 (1) a multidisciplinary studies associate degree
4541 program is established at each public junior college; and
4642 (2) the common application form adopted under Section
4743 51.762 contains a description of multidisciplinary studies
4844 associate degree programs established under this section.
4945 SECTION 2. (a) The Texas Higher Education Coordinating
5046 Board shall adopt the rules required by Section 130.0104, Education
5147 Code, as added by this Act, as soon as practicable after the
5248 effective date of this Act. For that purpose, the coordinating
5349 board may adopt the initial rules in the manner provided by law for
5450 emergency rules.
5551 (b) The governing board of each public junior college
5652 district shall offer a multidisciplinary studies associate degree
5753 program at each junior college in the district as required by
5854 Section 130.0104, Education Code, as added by this Act, beginning
5955 with the 2016 fall semester.
6056 SECTION 3. This Act takes effect immediately if it receives
6157 a vote of two-thirds of all the members elected to each house, as
6258 provided by Section 39, Article III, Texas Constitution. If this
6359 Act does not receive the vote necessary for immediate effect, this
6460 Act takes effect September 1, 2015.
