| 13 | 13 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Section 8831.151, Special District Local Laws |
|---|
| 15 | 15 | | Code, is amended to read as follows: |
|---|
| 16 | 16 | | Sec. 8831.151. DISTRICT REVENUE AND FEES. To accomplish |
|---|
| 17 | 17 | | the regulatory goals of the district, to pay the district's |
|---|
| 18 | 18 | | maintenance and operating costs, and to pay any bonds issued by the |
|---|
| 19 | 19 | | district, the district may: |
|---|
| 20 | 20 | | (1) impose an ad valorem tax at a rate not to exceed |
|---|
| 21 | 21 | | 2.5 cents for each $100 of taxable value of property in the |
|---|
| 22 | 22 | | district, subject to voter approval; |
|---|
| 23 | 23 | | (2) assess production fees as authorized by Section |
|---|
| 24 | 24 | | 36.205, Water Code [for services or for water withdrawn from |
|---|
| 25 | 25 | | wells]; [or] |
|---|
| 26 | 26 | | (3) solicit and accept grants from any public or |
|---|
| 27 | 27 | | private source; and |
|---|
| 28 | 28 | | (4) assess: |
|---|
| 29 | 29 | | (A) an export fee on groundwater exported from |
|---|
| 30 | 30 | | the district in an amount not to exceed 150 percent of the maximum |
|---|
| 31 | 31 | | wholesale water rate charged by the City of Houston; and |
|---|
| 32 | 32 | | (B) other fees authorized by Chapter 36, Water |
|---|
| 33 | 33 | | Code. |
|---|
| 34 | 34 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 35 | 35 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 36 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 37 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 38 | | Act takes effect September 1, 2015. |
