| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter E, Chapter 481, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 481.0785 to read as follows: |
|---|
| 12 | 12 | | Sec. 481.0785. COMBINED ONLINE APPLICATION FOR CERTAIN |
|---|
| 13 | 13 | | STATE AND LOCAL ECONOMIC DEVELOPMENT INCENTIVES. (a) The office, |
|---|
| 14 | 14 | | in coordination with the Texas Workforce Commission and the |
|---|
| 15 | 15 | | comptroller, shall establish a single online application that |
|---|
| 16 | 16 | | persons, including employers and public community and technical |
|---|
| 17 | 17 | | colleges, may use to apply for monetary incentives from the Texas |
|---|
| 18 | 18 | | Enterprise Fund under this subchapter and the skills development |
|---|
| 19 | 19 | | fund under Chapter 303, Labor Code, and tax incentives under |
|---|
| 20 | 20 | | Chapter 313, Tax Code. |
|---|
| 21 | 21 | | (b) The single application shall be made available on the |
|---|
| 22 | 22 | | office of the governor's Internet website, and the Texas Workforce |
|---|
| 23 | 23 | | Commission's and the comptroller's Internet websites shall provide |
|---|
| 24 | 24 | | a link to the application. If a school district maintains a |
|---|
| 25 | 25 | | generally accessible Internet website, the district shall provide |
|---|
| 26 | 26 | | on its website a link to the application. |
|---|
| 27 | 27 | | SECTION 2. Section 303.005(a), Labor Code, is amended to |
|---|
| 28 | 28 | | read as follows: |
|---|
| 29 | 29 | | (a) An employer may not apply both to a public community or |
|---|
| 30 | 30 | | technical college for customized training and assessment from the |
|---|
| 31 | 31 | | college through a grant issued to the college under the skills |
|---|
| 32 | 32 | | development fund program established under this chapter and for a |
|---|
| 33 | 33 | | grant under the Texas Enterprise Fund program established under |
|---|
| 34 | 34 | | Subchapter E, Chapter 481, Government Code, unless the employer and |
|---|
| 35 | 35 | | the college file an application for concurrent participation in |
|---|
| 36 | 36 | | both programs using a single application under Section 481.0785, |
|---|
| 37 | 37 | | Government Code [that complies with any rules adopted by the Texas |
|---|
| 38 | 38 | | Workforce Commission on concurrent participation]. |
|---|
| 39 | 39 | | SECTION 3. Section 313.031, Tax Code, is amended by adding |
|---|
| 40 | 40 | | Subsection (b-1) to read as follows: |
|---|
| 41 | 41 | | (b-1) For purposes of this chapter, including Section |
|---|
| 42 | 42 | | 313.025(a), an application made using a single application under |
|---|
| 43 | 43 | | Section 481.0785, Government Code, is considered to be an |
|---|
| 44 | 44 | | application on a form prescribed by the comptroller. |
|---|
| 45 | 45 | | SECTION 4. This Act takes effect September 1, 2015. |
