6	6	AN ACT
7	7	relating to requiring that certain strategic plans of certain state
8	8	agencies include the goals of reducing the incidence of food
9	9	insecurity, poor nutrition, and diet-related disease in this state.
10	10	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
11	11	SECTION 1. Chapter 12, Agriculture Code, is amended by
12	12	adding Section 12.00251 to read as follows:
13	13	Sec. 12.00251. GOALS OF ADDRESSING FOOD INSECURITY, POOR
14	14	NUTRITION, AND DIET-RELATED DISEASE; INCLUSION IN STRATEGIC PLAN.
15	15	(a) The department shall include in the department's strategic
16	16	plan required under Chapter 2056, Government Code, the goals of
17	17	reducing the incidence of food insecurity, poor nutrition, and
18	18	diet-related disease in this state by:
19	19	(1) increasing access to nutritious foods by persons
20	20	in this state;
21	21	(2) maximizing federal funds received under child
22	22	nutrition programs, including the national free or reduced-price
23	23	lunch program established under 42 U.S.C. Section 1751 et seq., by
24	24	increasing:
25	25	(A) the efficiency of the programs; and
26	26	(B) access to the programs by persons eligible
27	27	for the programs;
28	28	(3) strengthening the department's education
29	29	initiatives to increase awareness of food and nutrition programs
30	30	available in this state; and
31	31	(4) facilitating obesity prevention and diabetes
32	32	awareness initiatives.
33	33	(b) The goals required under Subsection (a) must include
34	34	specific targets for increasing participation in nutrition
35	35	programs administered by the department.
36	36	(c) The department shall seek input from food insecurity
37	37	experts, service providers, and other stakeholders in developing
38	38	the goals required under Subsection (a).
39	39	SECTION 2. Subchapter B, Chapter 7, Education Code, is
40	40	amended by adding Section 7.041 to read as follows:
41	41	Sec. 7.041. GOALS OF ADDRESSING FOOD INSECURITY, POOR
42	42	NUTRITION, AND DIET-RELATED DISEASE; INCLUSION IN STRATEGIC PLAN.
43	43	(a) The agency shall include in the agency's strategic plan
44	44	required under Chapter 2056, Government Code, the goals of reducing
45	45	the incidence of food insecurity, poor nutrition, and diet-related
46	46	disease in this state by:
47	47	(1) increasing access to nutritious foods by persons
48	48	served by the agency;
49	49	(2) maximizing federal funds received under child
50	50	nutrition programs, including the national free or reduced-price
51	51	lunch program established under 42 U.S.C. Section 1751 et seq., by
52	52	increasing:
53	53	(A) the efficiency of the programs; and
54	54	(B) access to the programs by eligible persons
55	55	served by the agency;
56	56	(3) strengthening the agency's education initiatives
57	57	to increase awareness of food and nutrition programs available in
58	58	this state; and
59	59	(4) facilitating obesity prevention and diabetes
60	60	awareness initiatives.
61	61	(b) The goals required under Subsection (a) must include
62	62	specific targets for increasing participation in nutrition
63	63	programs administered by the agency.
64	64	(c) The agency shall seek input from food insecurity
65	65	experts, service providers, and other stakeholders in developing
66	66	the goals required under Subsection (a).
67	67	SECTION 3. Section 531.022, Government Code, is amended by
68	68	adding Subsections (f), (g), and (h) to read as follows:
69	69	(f) In addition to the goals specified by Subsection (c),
70	70	the plan must include as goals of the commission, the Department of
71	71	Assistive and Rehabilitative Services, the Department of Aging and
72	72	Disability Services, and the Department of State Health Services
73	73	reducing the incidence of food insecurity, poor nutrition, and
74	74	diet-related disease in this state by:
75	75	(1) increasing access to nutritious foods by persons
76	76	served by the agencies;
77	77	(2) maximizing federal funds received under the
78	78	special supplemental nutrition program for women, infants, and
79	79	children and the supplemental nutrition assistance program by
80	80	increasing the efficiency of the programs;
81	81	(3) strengthening each agency's education initiatives
82	82	to increase awareness of food and nutrition programs available in
83	83	this state; and
84	84	(4) facilitating obesity prevention and diabetes
85	85	awareness initiatives.
86	86	(g) The goals required under Subsection (f) must include
87	87	specific targets for increasing participation in nutrition
88	88	programs administered by the commission and other agencies
89	89	described by that subsection.
90	90	(h) The executive commissioner shall seek input from food
91	91	insecurity experts, service providers, and other stakeholders in
92	92	developing the goals required under Subsection (f).
93	93	SECTION 4. In the first strategic plan under Chapter 2056,
94	94	Government Code, issued after the effective date of this Act:
95	95	(1) the Department of Agriculture shall, using
96	96	existing funds, include in the plan the goals and methods of
97	97	implementing the goals required by Section 12.00251(a),
98	98	Agriculture Code, as added by this Act; and
99	99	(2) the Texas Education Agency shall, using existing
100	100	funds, include in the plan the goals and methods of implementing the
101	101	goals required by Section 7.041(a), Education Code, as added by
102	102	this Act.
103	103	SECTION 5. The executive commissioner of the Health and
104	104	Human Services Commission shall, using existing funds, include the
105	105	goals and methods of implementing those goals specified by Section
106	106	531.022(f), Government Code, as added by this Act, in the first
107	107	biennial update of the coordinated strategic plan for health and
108	108	human services required by Section 531.022, Government Code, as
109	109	amended by this Act, that is required after the effective date of
110	110	this Act.
111	111	SECTION 6. This Act takes effect September 1, 2015.
