11 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

12 | 8 | | SECTION 1. Section 32.034(e), Education Code, is amended to |
---|
13 | 9 | | read as follows: |
---|
14 | 10 | | (e) The board of directors shall: |
---|
15 | 11 | | (1) employ a director for the center; and |
---|
16 | 12 | | (2) establish priorities for the center's activities[; |
---|
17 | 13 | | and |
---|
18 | 14 | | [(3) report annually on the operation, projects, and |
---|
19 | 15 | | fiscal affairs of the center to the State Board of Education and the |
---|
20 | 16 | | membership of the center]. |
---|
21 | 17 | | SECTION 2. Section 39.263(c), Education Code, is amended to |
---|
22 | 18 | | read as follows: |
---|
23 | 19 | | (c) The commissioner shall select annually schools and |
---|
24 | 20 | | districts qualified to receive successful school awards for their |
---|
25 | 21 | | performance [and report the selections to the governor and the |
---|
26 | 22 | | State Board of Education]. |
---|
27 | 23 | | SECTION 3. Section 51.752(h), Education Code, is amended to |
---|
28 | 24 | | read as follows: |
---|
29 | 25 | | (h) If the legislature fails to appropriate funds for the |
---|
30 | 26 | | operation of the Educational Economic Policy Center, the |
---|
31 | 27 | | Legislative Budget Board shall perform the duties of the committee |
---|
32 | 28 | | under this subchapter. [The board shall make the annual reports |
---|
33 | 29 | | required by Subsection (g) to the presiding officers of the |
---|
34 | 30 | | standing committees of the senate and the house of representatives |
---|
35 | 31 | | with primary jurisdiction over the public school system.] |
---|
36 | 32 | | SECTION 4. Section 61.0762(a), Education Code, is amended |
---|
37 | 33 | | to read as follows: |
---|
38 | 34 | | (a) To [implement the college readiness and success |
---|
39 | 35 | | strategic action plan adopted under Section 61.0761 and to] enhance |
---|
40 | 36 | | the success of students at institutions of higher education, the |
---|
41 | 37 | | board by rule shall: |
---|
42 | 38 | | (1) develop higher education bridge programs in the |
---|
43 | 39 | | subject areas of mathematics, science, social science, or English |
---|
44 | 40 | | language arts to increase student success by reducing the need for |
---|
45 | 41 | | developmental education; |
---|
46 | 42 | | (2) develop incentive programs for institutions of |
---|
47 | 43 | | higher education that implement research-based, innovative |
---|
48 | 44 | | developmental education initiatives; |
---|
49 | 45 | | (3) develop a pilot program to award grants to |
---|
50 | 46 | | institutions of higher education for intensive programs designed to |
---|
51 | 47 | | address the needs of students at risk of dropping out of college; |
---|
52 | 48 | | (4) develop professional development programs for |
---|
53 | 49 | | faculty of institutions of higher education on college readiness |
---|
54 | 50 | | standards and the implications of such standards on instruction; |
---|
55 | 51 | | and |
---|
56 | 52 | | (5) develop other programs as determined by the board |
---|
57 | 53 | | that support the participation and success goals in "Closing the |
---|
58 | 54 | | Gaps," the state's master plan for higher education. |
---|
59 | 55 | | SECTION 5. Section 88.526(a), Education Code, is amended to |
---|
60 | 56 | | read as follows: |
---|
61 | 57 | | (a) The director shall prepare an annual report on equine |
---|
62 | 58 | | research funded under this subchapter. The director shall |
---|
63 | 59 | | distribute the report to [the Texas Racing Commission and] members |
---|
64 | 60 | | of the Texas horse racing industry. The director shall make copies |
---|
65 | 61 | | of the report available to interested parties. |
---|
66 | 62 | | SECTION 6. Section 72.084, Government Code, is amended to |
---|
67 | 63 | | read as follows: |
---|
68 | 64 | | Sec. 72.084. COURT OF APPEALS. Each month, a [A] court of |

69 | 65 | | appeals shall [annually] report to the office: |

70 | 66 | | (1) the number of cases filed with the court during the |

81 | 77 | | SECTION 7. Section 531.02111(e), Government Code, is |

108 | 104 | | the activity, status, and effectiveness of the fund and shall |
---|
109 | 105 | | submit the report to the lieutenant governor and[,] the speaker of |

110 | 106 | | the house of representatives[, and the comptroller] before |
---|
111 | 107 | | September 1 of each year. |
---|
112 | 108 | | SECTION 11. Section 772.009, Government Code, is amended by |
---|
113 | 109 | | amending Subsection (g) and adding Subsection (g-1) to read as |
---|
114 | 110 | | follows: |
---|
115 | 111 | | (g) Each state agency other than an institution of higher |
---|
116 | 112 | | education shall file an annual report with the grant writing team |
---|
117 | 113 | | concerning the agency's efforts to acquire [in acquiring] available |
---|
118 | 114 | | discretionary federal funds during the preceding state fiscal |
---|
119 | 115 | | year. The grant writing team shall establish guidelines for |
---|
120 | 116 | | information included in the annual report required by this |
---|
121 | 117 | | subsection [section]. |
---|
122 | 118 | | (g-1) The grant writing team shall: |
---|
123 | 119 | | (1) evaluate the effectiveness of each agency in |
---|
124 | 120 | | acquiring discretionary federal funds during the preceding state |
---|
125 | 121 | | fiscal year; |
---|
126 | 122 | | (2) [and shall] report the findings of the evaluation |
---|
127 | 123 | | to the governor and the Legislative Budget Board; and |
---|
128 | 124 | | (3) publish the report on the office of the governor's |
---|
129 | 125 | | Internet website. |
---|
130 | 126 | | SECTION 12. Section 2054.102, Government Code, is amended |
---|
131 | 127 | | by amending Subsection (a) and adding Subsections (a-1), (a-2), |
---|
132 | 128 | | (a-3), and (a-4) to read as follows: |
---|
133 | 129 | | (a) The Legislative Budget Board may specify procedures for |
---|
134 | 130 | | [the] submission, review, approval, and disapproval of biennial |
---|
135 | 131 | | operating plans and amendments, including procedures for review or |
---|
136 | 132 | | reconsideration of the Legislative Budget Board's disapproval of a |
---|
137 | 133 | | biennial operating plan or biennial operating plan amendment. The |
---|
138 | 134 | | Legislative Budget Board shall review and approve or disapprove the |
---|
139 | 135 | | biennial operating plan for a state fiscal biennium on or before [or |

---|
141 | 137 | | after the last day of the regular legislative session held during |
---|

160 | 156 | | amendment is delayed while board staff waits for the submission of |
---|
161 | 157 | | additional information regarding the amendment requested by the |

162 | 158 | | staff as necessary for the completion of the review. |

163 | 159 | | (a-4) An amendment to a biennial operating plan is |

164 | 160 | | considered to be approved [on the 61st day after the date the plan |
---|
165 | 161 | | or amendment is submitted] if the Legislative Budget Board does not |
---|
166 | 162 | | disapprove the [plan or] amendment before the later of: |
---|
167 | 163 | | (1) the day following the last day of the period for |
---|
168 | 164 | | approval or disapproval of the amendment as provided by Subsection |
---|

218 | 214 | | (2) the amount of excess space; |

219 | 215 | | (3) the cost of the excess space; |

220 | 216 | | (4) the expiration dates of any leases covering the |
---|
221 | 217 | | excess space; |
---|
222 | 218 | | (5) the amount of exempt and nonexempt space under |
---|
223 | 219 | | Section 2165.104(c); and |
---|
224 | 220 | | (6) recommendations for the most cost-effective |
---|
225 | 221 | | method by which a state agency could comply with the requirements of |

226 | 222 | | Section 2165.104(c), including recommendations that identify the |

227 | 223 | | amount and cost of office space that could be reduced or eliminated, |

228 | 224 | | state the moving costs and expenses associated with reductions in |

267 | 263 | | Sec. 2205.041. AIRCRAFT USE FORM. (a) The Texas Department |

268 | 264 | | of Transportation [Legislative Budget Board, in cooperation with |

270 | 266 | | (1) an annual aircraft use form for gathering |

271 | 267 | | information about the use of state-operated aircraft, including the |

274 | 270 | | (2) procedures for each state agency that operates an |

275 | 271 | | aircraft for sending the form to the department [board and the |

277 | 273 | | (b) The aircraft use form must request the following |

278 | 274 | | information about each aircraft a state agency operates: |
---|
279 | 275 | | (1) a description of the aircraft; |
---|
280 | 276 | | (2) the date purchased or leased and the purchase |
---|
281 | 277 | | price or lease cost; |
---|
282 | 278 | | (3) the number of annual hours flown; |
---|
283 | 279 | | (4) the annual operating costs; |
---|
284 | 280 | | (5) the number of flights and the destinations; |
---|
285 | 281 | | (6) the travel logs prepared under Section 2205.039; |
---|
286 | 282 | | and |
---|
287 | 283 | | (7) any other information the Texas Department of |
---|
288 | 284 | | Transportation [Legislative Budget Board] requires to document the |
---|
289 | 285 | | proper or cost-efficient use of the aircraft. |
