| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 302.048, Labor Code, is amended by |
|---|
| 12 | 12 | | amending Subsections (c) and (d) and adding Subsections (d-1) and |
|---|
| 13 | 13 | | (g) to read as follows: |
|---|
| 14 | 14 | | (c) Based on the criteria prescribed under this section, the |
|---|
| 15 | 15 | | commission shall develop annual performance measures to be used by |
|---|
| 16 | 16 | | the commission to evaluate each local workforce development board. |
|---|
| 17 | 17 | | (d) The commission shall post on its Internet website an |
|---|
| 18 | 18 | | annual report of the results of the commission's most recent |
|---|
| 19 | 19 | | evaluation of each local workforce development board. The report |
|---|
| 20 | 20 | | must be posted: |
|---|
| 21 | 21 | | (1) not later than the end of the second quarter |
|---|
| 22 | 22 | | following the 12-month period covered by the report, as determined |
|---|
| 23 | 23 | | by the commission for purposes of this subdivision; and |
|---|
| 24 | 24 | | (2) [on the commission's Internet website] in a format |
|---|
| 25 | 25 | | that: |
|---|
| 26 | 26 | | (A) is readily accessible to and understandable |
|---|
| 27 | 27 | | by a member of the public; and |
|---|
| 28 | 28 | | (B) includes any necessary explanatory |
|---|
| 29 | 29 | | information. |
|---|
| 30 | 30 | | (d-1) The annual report posted by the commission on its |
|---|
| 31 | 31 | | Internet website under Subsection (d) must include the following |
|---|
| 32 | 32 | | information regarding each local workforce development board: |
|---|
| 33 | 33 | | (1) a comparison of the board's result on each annual |
|---|
| 34 | 34 | | performance measure established by the commission with the |
|---|
| 35 | 35 | | applicable commission-established target for that measure; and |
|---|
| 36 | 36 | | (2) a summary of material findings from the most |
|---|
| 37 | 37 | | recent financial monitoring review conducted by the commission. |
|---|
| 38 | 38 | | (g) Each local workforce development board shall include in |
|---|
| 39 | 39 | | a prominent location on its Internet website a link to the annual |
|---|
| 40 | 40 | | report required to be posted on the commission's website under |
|---|
| 41 | 41 | | Subsection (d). |

| 42 | 42 | | SECTION 2. Subchapter C, Chapter 302, Labor Code, is |
|---|
| 43 | 43 | | amended by adding Section 302.049 to read as follows: |
|---|
| 44 | 44 | | Sec. 302.049. JOB TRAINING PROGRAM DATABASE. (a) To |
|---|
| 45 | 45 | | facilitate a consumer's informed selection among job training |
|---|
| 46 | 46 | | programs, the commission shall: |
|---|
| 47 | 47 | | (1) include in its searchable database of job training |
|---|
| 48 | 48 | | programs that are currently approved by one or more local workforce |
|---|
| 49 | 49 | | development boards and certified by the commission, annual |
|---|
| 50 | 50 | | performance outcomes for each program, including the program's |
|---|
| 51 | 51 | | completion rate, post-program completion entered employment rate, |
|---|
| 52 | 52 | | and average starting hourly wages at placement, or, if hourly wages |
|---|
| 53 | 53 | | are not appropriate, post-program completion average quarterly |
|---|
| 54 | 54 | | wages; and |
|---|
| 55 | 55 | | (2) update the database to reflect the most recent |
|---|
| 56 | 56 | | annual performance outcomes of programs not later than the end of |
|---|
| 57 | 57 | | the second quarter following the 12-month period for which outcomes |
|---|
| 58 | 58 | | were computed, as determined by the commission for purposes of this |
|---|
| 59 | 59 | | subdivision. |
|---|
| 60 | 60 | | (b) Each local workforce development board and certified |
|---|
| 61 | 61 | | provider of a job training program included in the database |
|---|
| 62 | 62 | | described by Subsection (a) shall submit to the commission any data |
|---|
| 63 | 63 | | requested by the commission regarding job training programs as |
|---|
| 64 | 64 | | necessary for the commission to carry out its duties under that |
|---|
| 65 | 65 | | subsection. |
|---|
| 66 | 66 | | (c) The commission may adopt rules as necessary to |
|---|
| 67 | 67 | | administer this section. |
|---|
| 68 | 68 | | SECTION 3. The Texas Workforce Commission shall post on its |
|---|
| 69 | 69 | | Internet website the first annual report required by Section |
|---|
| 70 | 70 | | 302.048(d), Labor Code, as amended by this Act, not later than May |
|---|
| 71 | 71 | | 1, 2016. |
|---|
| 72 | 72 | | SECTION 4. This Act takes effect September 1, 2015. |
