66 AN ACT
77 relating to the development and alignment by the Texas Higher
88 Education Coordinating Board of curricula for certain educational
99 programs.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 61.823, Education Code, is amended by
1212 adding Subsection (e) to read as follows:
1313 (e) The board, with the assistance of an appropriate
1414 advisory committee, shall periodically review each field of study
1515 curriculum to ensure alignment with student interest and academic
1616 and industry needs.
1717 SECTION 2. Subchapter S, Chapter 61, Education Code, is
1818 amended by adding Section 61.8235 to read as follows:
1919 Sec. 61.8235. CAREER AND TECHNICAL EDUCATION PROGRAM OF
2020 STUDY CURRICULA. (a) The board, with the assistance of
2121 institutions of higher education, career and technical education
2222 experts, and college and career readiness experts, shall establish
2323 alignment between the college and career readiness standards and
2424 the knowledge, skills, and abilities students are expected to
2525 demonstrate in career and technical education by establishing
2626 programs of study that:
2727 (1) incorporate rigorous college and career readiness
2828 standards, including career and technical education standards that
2929 address both academic and technical content;
3030 (2) support attainment of employability and career
3131 readiness skills;
3232 (3) progress in content specificity by beginning with
3333 all aspects of an industry or career cluster and leading to more
3434 occupationally specific instruction or by preparing students for
3535 ongoing postsecondary career preparation;
3636 (4) incorporate multiple entry and exit points with
3737 portable demonstrations of technical or career competency, which
3838 may include credit transfer agreements or industry-recognized
3939 certifications; and
4040 (5) culminate in the attainment of:
4141 (A) an industry-recognized certification,
4242 credential, or license;
4343 (B) a registered apprenticeship or
4444 credit-bearing postsecondary certificate; or
4545 (C) an associate or baccalaureate degree.
4646 (b) The board, with the assistance of advisory committees
4747 composed of representatives of secondary education, postsecondary
4848 education, business and industry, other state agencies or licensing
4949 bodies, and other career and technical education experts, shall
5050 develop career and technical education program of study curricula.
5151 Each advisory committee shall have at least one representative from
5252 each identified group. The advisory committees shall identify the
5353 knowledge, skills, and abilities required to prepare students for
5454 high-skill, high-wage jobs in high-demand occupations.
5555 (c) In developing program of study curricula under
5656 Subsection (b), the board shall pursue a management strategy that
5757 maximizes efficiency, including a management strategy that
5858 provides for the decentralization of advisory committees to enable
5959 concurrent development of curricula for different programs of
6060 study.
6161 (d) The board may partner with the Texas Education Agency,
6262 the Texas Workforce Commission, and other state agencies to develop
6363 programs of study under this section.
6464 (e) A program of study established under this section must:
6565 (1) focus on the current and future needs of employers
6666 in this state;
6767 (2) clearly define career pathways with logical entry
6868 and exit points for students;
6969 (3) indicate the types of careers and the names of
7070 certifications or licenses aligned to the program of study;
7171 (4) provide for students who begin a program of study
7272 at a public junior college, public state college, or public
7373 technical institute to transfer to another public junior college,
7474 public state college, or public technical institute without having
7575 to repeat classes or incur significant interruption of their
7676 ability to progress through the program of study;
7777 (5) be designed to meet the needs of business and
7878 industry with a high degree of commonality across the state;
7979 (6) align with the college and career readiness
8080 standards; and
8181 (7) be revised on a reoccurring schedule, not to
8282 exceed once every five years, to ensure the programs of study remain
8383 current and relevant to the needs of business and industry.
8484 (f) A student enrolled in a board-established program of
8585 study who transfers from a public junior college, public state
8686 college, or public technical institute to another public junior
8787 college, public state college, or public technical institute that
8888 offers a similar program, regardless of whether the institution has
8989 adopted the board-established program of study, shall receive
9090 academic credit from the institution to which the student
9191 transferred for each of the courses that the student has
9292 successfully completed in the program of study curriculum. Unless
9393 otherwise required by the Commission on Colleges of the Southern
9494 Association of Colleges and Schools, the student may complete the
9595 program of study at the institution to which the student
9696 transferred by completing only the remaining number of semester
9797 credit hours the student would need to complete the program of study
9898 at the institution from which the student transferred.
9999 (g) The board, the Texas Education Agency, and the Texas
100100 Workforce Commission may adopt rules as necessary for the
101101 administration of this section.
102102 SECTION 3. This Act takes effect September 1, 2015.
