| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Subchapter B, Chapter 15, Civil Practice and | |
| 11 | 11 | Remedies Code, is amended by adding Section 15.021 to read as | |
| 12 | 12 | follows: | |
| 13 | 13 | Sec. 15.021. SUIT AGAINST STATE. Notwithstanding any other | |
| 14 | 14 | statute, including Section 15.016, a lawsuit against the state or a | |
| 15 | 15 | state agency may be brought in: | |
| 16 | 16 | (1) a county in which the court of appeals is held for | |
| 17 | 17 | a court of appeals district that includes the county in which the | |
| 18 | 18 | plaintiff: | |
| 19 | 19 | (A) resided at the time of the accrual of the | |
| 20 | 20 | cause of action; or | |
| 21 | 21 | (B) resides at the time the suit is brought; or | |
| 22 | 22 | (2) Travis County. | |
| 23 | 23 | SECTION 2. The change in law made by this Act applies only | |
| 24 | 24 | to a lawsuit brought on or after the effective date of this Act. A | |
| 25 | 25 | lawsuit brought before the effective date of this Act is governed | |
| 26 | 26 | by the law as it existed immediately before the effective date of | |
| 27 | 27 | this Act, and the former law is continued in effect for that | |
| 28 | 28 | purpose. | |
| 29 | 29 | SECTION 3. This Act takes effect September 1, 2015. |
