66 AN ACT
77 relating to a study on relocating the Legislative Reference
88 Library.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) In this section, "commission" means the
1111 Texas Facilities Commission.
1212 (b) The commission shall conduct a study on the benefits to
1313 the state of relocating the Legislative Reference Library to a site
1414 outside of the State Capitol.
1515 (c) The commission shall:
1616 (1) determine the amount of space required for the
1717 optimal operation of the Legislative Reference Library, taking into
1818 consideration the duties and functions of the library and the
1919 convenience and productivity of its users;
2020 (2) identify alternative sites for the library that
2121 are near the State Capitol and that are currently or were formerly
2222 used as a library;
2323 (3) estimate for each alternative site the benefits
2424 and costs to the state of relocating the library to that site; and
2525 (4) estimate the cost of converting the existing site
2626 into office space to be allocated in equal amounts to the governor's
2727 office, the senate, and the house of representatives.
2828 (d) Not later than December 1, 2016, the commission shall
2929 submit to the legislature a written report containing the findings
3030 of the study.
3131 SECTION 2. This Act takes effect immediately if it receives
3232 a vote of two-thirds of all the members elected to each house, as
3333 provided by Section 39, Article III, Texas Constitution. If this
3434 Act does not receive the vote necessary for immediate effect, this
3535 Act takes effect September 1, 2015.
