| 7 | 7 | | relating to a study on relocating the Legislative Reference |

|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. (a) In this section, "commission" means the |
|---|
| 11 | 11 | | Texas Facilities Commission. |
|---|
| 12 | 12 | | (b) The commission shall conduct a study on the benefits to |
|---|
| 13 | 13 | | the state of relocating the Legislative Reference Library to a site |
|---|
| 14 | 14 | | outside of the State Capitol. |
|---|
| 15 | 15 | | (c) The commission shall: |
|---|
| 16 | 16 | | (1) determine the amount of space required for the |
|---|
| 17 | 17 | | optimal operation of the Legislative Reference Library, taking into |
|---|
| 18 | 18 | | consideration the duties and functions of the library and the |
|---|
| 19 | 19 | | convenience and productivity of its users; |
|---|
| 20 | 20 | | (2) identify alternative sites for the library that |
|---|
| 21 | 21 | | are near the State Capitol and that are currently or were formerly |
|---|
| 22 | 22 | | used as a library; |
|---|
| 23 | 23 | | (3) estimate for each alternative site the benefits |
|---|
| 24 | 24 | | and costs to the state of relocating the library to that site; and |
|---|
| 25 | 25 | | (4) estimate the cost of converting the existing site |
|---|
| 26 | 26 | | into office space to be allocated in equal amounts to the governor's |
|---|
| 27 | 27 | | office, the senate, and the house of representatives. |
|---|
| 28 | 28 | | (d) Not later than December 1, 2016, the commission shall |
|---|
| 29 | 29 | | submit to the legislature a written report containing the findings |
|---|
| 30 | 30 | | of the study. |
|---|
| 31 | 31 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 32 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 33 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 34 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 35 | 35 | | Act takes effect September 1, 2015. |
