84R12157 YDB-D By: Zaffirini S.B. No. 1668 A BILL TO BE ENTITLED AN ACT relating to an online searchable central grant database. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 403.024, Government Code, is amended by adding Subsection (c-1) to read as follows: (c-1) The comptroller, in consultation with the interagency coordinating group established under Section 535.053, the Texas Nonprofit Council established under Section 535.055, the Texas State Library and Archives Commission, and the Department of Information Resources, shall adopt rules to: (1) establish a searchable grant database separate from the searchable contract database that includes online information and document storage as described by Section 441.010(b-1); and (2) ensure consistent application by state agencies of federal regulations applicable to federal grant money distributed by state agencies to grant applicants. SECTION 2. Section 441.010, Government Code, is amended by adding Subsections (b-1) and (b-2) to read as follows: (b-1) The commission, in consultation with the comptroller, the department, the interagency coordinating group established under Section 535.053, the Texas Nonprofit Council established under Section 535.055, and the advisory committee appointed under Subsection (e), shall design the database established under Subsection (b) to include online information and document storage that allows nonprofit organizations to: (1) access the database with a unique login; (2) privately store in the database, through the unique login, information that will be repeatedly used on grant application forms; (3) populate the information required on grant application forms with the stored information; and (4) privately store in the database, through the unique login, grant applications previously submitted through the database. (b-2) The commission may assist the comptroller in establishing a single searchable grant database that meets the requirements of this section and Section 403.024 and that may be used by both agencies. SECTION 3. This Act takes effect September 1, 2015.
