77 relating to an online searchable central grant database.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 403.024, Government Code, is amended by
1010 adding Subsection (c-1) to read as follows:
1111 (c-1) The comptroller, in consultation with the interagency
1212 coordinating group established under Section 535.053, the Texas
1313 Nonprofit Council established under Section 535.055, the Texas
1414 State Library and Archives Commission, and the Department of
1515 Information Resources, shall adopt rules to:
1616 (1) establish a searchable grant database separate
1717 from the searchable contract database that includes online
1818 information and document storage as described by Section
1919 441.010(b-1); and
2020 (2) ensure consistent application by state agencies of
2121 federal regulations applicable to federal grant money distributed
2222 by state agencies to grant applicants.
2323 SECTION 2. Section 441.010, Government Code, is amended by
2424 adding Subsections (b-1) and (b-2) to read as follows:
2525 (b-1) The commission, in consultation with the comptroller,
2626 the department, the interagency coordinating group established
2727 under Section 535.053, the Texas Nonprofit Council established
2828 under Section 535.055, and the advisory committee appointed under
2929 Subsection (e), shall design the database established under
3030 Subsection (b) to include online information and document storage
3131 that allows nonprofit organizations to:
3232 (1) access the database with a unique login;
3333 (2) privately store in the database, through the
3434 unique login, information that will be repeatedly used on grant
3535 application forms;
3636 (3) populate the information required on grant
3737 application forms with the stored information; and
3838 (4) privately store in the database, through the
3939 unique login, grant applications previously submitted through the
4040 database.
4141 (b-2) The commission may assist the comptroller in
4242 establishing a single searchable grant database that meets the
4343 requirements of this section and Section 403.024 and that may be
4444 used by both agencies.
4545 SECTION 3. This Act takes effect September 1, 2015.
