| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Section 403.024, Government Code, is amended by |
|---|
| 10 | 10 | | adding Subsection (c-1) to read as follows: |
|---|
| 11 | 11 | | (c-1) The comptroller, in consultation with the interagency |
|---|
| 12 | 12 | | coordinating group established under Section 535.053, the Texas |
|---|
| 13 | 13 | | Nonprofit Council established under Section 535.055, the Texas |
|---|
| 14 | 14 | | State Library and Archives Commission, and the Department of |
|---|
| 15 | 15 | | Information Resources, shall adopt rules to: |
|---|
| 16 | 16 | | (1) establish a searchable grant database separate |
|---|
| 17 | 17 | | from the searchable contract database that includes online |
|---|
| 18 | 18 | | information and document storage as described by Section |
|---|
| 19 | 19 | | 441.010(b-1); and |
|---|
| 20 | 20 | | (2) ensure consistent application by state agencies of |
|---|
| 21 | 21 | | federal regulations applicable to federal grant money distributed |
|---|
| 22 | 22 | | by state agencies to grant applicants. |
|---|
| 23 | 23 | | SECTION 2. Section 441.010, Government Code, is amended by |
|---|
| 24 | 24 | | adding Subsections (b-1) and (b-2) to read as follows: |
|---|
| 25 | 25 | | (b-1) The commission, in consultation with the comptroller, |
|---|
| 26 | 26 | | the department, the interagency coordinating group established |
|---|
| 27 | 27 | | under Section 535.053, the Texas Nonprofit Council established |
|---|
| 28 | 28 | | under Section 535.055, and the advisory committee appointed under |
|---|
| 29 | 29 | | Subsection (e), shall design the database established under |
|---|
| 30 | 30 | | Subsection (b) to include online information and document storage |
|---|
| 31 | 31 | | that allows nonprofit organizations to: |
|---|
| 32 | 32 | | (1) access the database with a unique login; |
|---|
| 33 | 33 | | (2) privately store in the database, through the |
|---|
| 34 | 34 | | unique login, information that will be repeatedly used on grant |
|---|
| 35 | 35 | | application forms; |
|---|
| 36 | 36 | | (3) populate the information required on grant |
|---|
| 37 | 37 | | application forms with the stored information; and |
|---|
| 38 | 38 | | (4) privately store in the database, through the |
|---|
| 39 | 39 | | unique login, grant applications previously submitted through the |
|---|
| 40 | 40 | | database. |
|---|
| 41 | 41 | | (b-2) The commission may assist the comptroller in |
|---|
| 42 | 42 | | establishing a single searchable grant database that meets the |
|---|
| 43 | 43 | | requirements of this section and Section 403.024 and that may be |
|---|
| 44 | 44 | | used by both agencies. |
|---|
| 45 | 45 | | SECTION 3. This Act takes effect September 1, 2015. |
