| 8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 9 | | SECTION 1. Chapter 250, Transportation code, is amended by |
|---|
| 10 | 10 | | adding Section 250.002 to read as follows: |
|---|
| 11 | 11 | | (a) In this section, "project" means the Interstate Highway |
|---|
| 12 | 12 | | 635 East project form the United States Highway 75 to |
|---|
| 13 | 13 | | Interstate Highway 30 in Dallas County. |
|---|
| 14 | 14 | | (b) In developing the project, the department shall: |
|---|
| 15 | 15 | | (1) Construct and maintain, from U.S. Highway 75 to |
|---|
| 16 | 16 | | Interstate Highway 40: |
|---|
| 17 | 17 | | (A) A minimum of at least two continuous frontage |
|---|
| 18 | 18 | | roads in each direction; |
|---|
| 19 | 19 | | (B) A minimum of ten (five in each direction) |
|---|
| 20 | 20 | | general-purpose, non-restricted, |
|---|
| 21 | 21 | | non-revenue generating general purpose free |
|---|
| 22 | 22 | | main lanes; |
|---|
| 23 | 23 | | (C) Noise walls and noise abatement measures for |
|---|
| 24 | 24 | | residential neighborhoods along the |
|---|
| 25 | 25 | | corridor; |
|---|
| 26 | 26 | | (D) Enhanced access to and along the corridor; |
|---|
| 27 | 27 | | (E) Enhanced access to and along the frontage |
|---|
| 28 | 28 | | roads; |
|---|
| 29 | 29 | | (F) The IH-635 East and IH-30 interchange with |
|---|
| 30 | 30 | | continuous frontage roads in anticipation of |
|---|
| 31 | 31 | | the IH-30 project; |
|---|
| 32 | 32 | | (2)The department is responsible for project costs for |
|---|
| 33 | 33 | | rights-of-way acquisition and municipal utility |
|---|
| 34 | 34 | | relocation. |

| 35 | 35 | | (c)The Commission may not exercise its discretion in Section |
|---|
| 36 | 36 | | 228.007, Section 228.008, Section 228.201, Section Sec. 224.1541. |
|---|
| 37 | 37 | | SECTION 2. This Act takes effect September 1, 2015. |
