55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a human papillomavirus-associated cancer strategic
88 plan developed by the Department of State Health Services.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. (a) The Department of State Health Services
1111 shall develop a strategic plan to significantly reduce morbidity
1212 and mortality from human papillomavirus-associated cancer.
1313 (b) In developing the strategic plan, the Department of
1414 State Health Services shall collaborate with the Cancer Prevention
1515 and Research Institute of Texas and may convene any necessary
1616 workgroups. The members of a workgroup may include:
1717 (1) health care providers specializing in human
1818 papillomavirus-associated cancer prevention, screening,
1919 treatment, or research;
2020 (2) physicians specializing in primary care,
2121 pediatrics, or obstetrics and gynecology;
2222 (3) mid-level health care practitioners;
2323 (4) cancer epidemiologists;
2424 (5) representatives of general academic teaching
2525 institutions as defined by Section 61.003, Education Code, and
2626 medical and dental units as defined by Section 61.003, Education
2727 Code;
2828 (6) middle school, high school, or college health
2929 educators;
3030 (7) human papillomavirus-associated cancer survivors;
3131 (8) representatives from geographic areas or other
3232 population groups at higher risk of human
3333 papillomavirus-associated cancer;
3434 (9) representatives of community-based and
3535 faith-based organizations involved in providing education,
3636 awareness, or support relating to human papillomavirus-associated
3737 cancer; or
3838 (10) other people the department determines are
3939 necessary.
4040 (c) In developing the strategic plan, the Department of
4141 State Health Services shall:
4242 (1) identify barriers to effective prevention,
4343 screening, and treatment for human papillomavirus-associated
4444 cancer, including specific barriers affecting providers and
4545 patients;
4646 (2) identify methods to increase the number of people
4747 vaccinated against human papillomavirus;
4848 (3) identify methods to increase use of evidence-based
4949 screening to enhance the number of people screened regularly for
5050 human papillomavirus-associated cancer;
5151 (4) review current technologies and best practices for
5252 human papillomavirus-associated cancer screening;
5353 (5) review technology available to diagnose and
5454 prevent infection by human papillomavirus;
5555 (6) develop methods for creating partnerships with
5656 public and private entities to increase awareness of human
5757 papillomavirus-associated cancer and of the importance of
5858 vaccination education and regular screening;
5959 (7) review current prevention, screening, treatment,
6060 and related activities in this state and identify areas in which the
6161 services for those activities are lacking;
6262 (8) estimate the annual direct and indirect state
6363 health care costs attributable to human papillomavirus-associated
6464 cancers;
6565 (9) identify actions necessary to increase
6666 vaccination and screening rates and reduce the morbidity and
6767 mortality from human papillomavirus-associated cancer and
6868 establish a schedule for implementing those actions; and
6969 (10) make recommendations to the legislature on policy
7070 changes and funding needed to implement the strategic plan.
7171 (d) Not later than December 31, 2016, the Department of
7272 State Health Services shall deliver to the governor and members of
7373 the legislature the strategic plan and recommendations on goal
7474 implementation and schedule compliance related to the strategic
7575 plan.
7676 (e) This section expires January 1, 2017.
7777 SECTION 2. This Act takes effect September 1, 2015.
