6	6	AN ACT
7	7	relating to certain required reports, plans, and other documents
8	8	prepared by state agencies and institutions of higher education.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Section 32.034(e), Education Code, is amended to
11	11	read as follows:
12	12	(e) The board of directors shall:
13	13	(1) employ a director for the center; and
14	14	(2) establish priorities for the center's activities[;
15	15	and
16	16	[(3) report annually on the operation, projects, and
17	17	fiscal affairs of the center to the State Board of Education and the
18	18	membership of the center].
19	19	SECTION 2. Section 39.263(c), Education Code, is amended to
20	20	read as follows:
21	21	(c) The commissioner shall select annually schools and
22	22	districts qualified to receive successful school awards for their
23	23	performance [and report the selections to the governor and the
24	24	State Board of Education].
25	25	SECTION 3. Section 51.752(h), Education Code, is amended to
26	26	read as follows:
27	27	(h) If the legislature fails to appropriate funds for the
28	28	operation of the Educational Economic Policy Center, the
29	29	Legislative Budget Board shall perform the duties of the committee
30	30	under this subchapter. [The board shall make the annual reports
31	31	required by Subsection (g) to the presiding officers of the
32	32	standing committees of the senate and the house of representatives
33	33	with primary jurisdiction over the public school system.]
34	34	SECTION 4. Section 61.0762(a), Education Code, is amended
35	35	to read as follows:
36	36	(a) To [implement the college readiness and success
37	37	strategic action plan adopted under Section 61.0761 and to] enhance
38	38	the success of students at institutions of higher education, the
39	39	board by rule shall:
40	40	(1) develop higher education bridge programs in the
41	41	subject areas of mathematics, science, social science, or English
42	42	language arts to increase student success by reducing the need for
43	43	developmental education;
44	44	(2) develop incentive programs for institutions of
45	45	higher education that implement research-based, innovative
46	46	developmental education initiatives;
47	47	(3) develop a pilot program to award grants to
48	48	institutions of higher education for intensive programs designed to
49	49	address the needs of students at risk of dropping out of college;
50	50	(4) develop professional development programs for
51	51	faculty of institutions of higher education on college readiness
52	52	standards and the implications of such standards on instruction;
53	53	and
54	54	(5) develop other programs as determined by the board
55	55	that support the participation and success goals in "Closing the
56	56	Gaps," the state's master plan for higher education.
57	57	SECTION 5. Section 88.526(a), Education Code, is amended to
58	58	read as follows:
59	59	(a) The director shall prepare an annual report on equine
60	60	research funded under this subchapter. The director shall
61	61	distribute the report to [the Texas Racing Commission and] members
62	62	of the Texas horse racing industry. The director shall make copies
63	63	of the report available to interested parties.
64	64	SECTION 6. Section 72.084, Government Code, is amended to
65	65	read as follows:
66	66	Sec. 72.084. COURT OF APPEALS. Each month, a [A] court of
67	67	appeals shall [annually] report to the office:
68	68	(1) the number of cases filed with the court during the
69	69	reporting month [year];
70	70	(2) the number of cases disposed of by the court during
71	71	the reporting month [year];
72	72	(3) for active cases on the docket of the court on the
73	73	reporting date, the average number of days from the date of
74	74	submission of the case to the court until the reporting date; and
75	75	(4) for each case disposed of during the reporting
76	76	month [year] by the court, the number of days from the date of
77	77	submission of the case to the court until the date of disposition of
78	78	the case by the court.
79	79	SECTION 7. Section 531.02111(e), Government Code, is
80	80	amended to read as follows:
81	81	(e) Not later than December 1 of each even-numbered year,
82	82	the commission shall submit the report to the governor, the
83	83	lieutenant governor, the speaker of the house of representatives,
84	84	the presiding officer of each standing committee of the senate and
85	85	house of representatives having jurisdiction over health and human
86	86	services issues, and the state auditor[, and the comptroller].
87	87	SECTION 8. Section 531.02112(c), Government Code, is
88	88	amended to read as follows:
89	89	(c) The commission shall submit the report to the governor,
90	90	legislature, and state auditor[, and comptroller].
91	91	SECTION 9. Section 531.055(a), Government Code, is amended
92	92	to read as follows:
93	93	(a) Each health and human services agency, the Texas
94	94	Correctional Office [Council] on Offenders with Medical or Mental
95	95	Impairments, the Texas Department of Criminal Justice, the Texas
96	96	Department of Housing and Community Affairs, [the Texas Education
97	97	Agency,] the Texas Workforce Commission, and the Texas Juvenile
98	98	Justice Department [Youth Commission] shall adopt a joint
99	99	memorandum of understanding to promote a system of local-level
100	100	interagency staffing groups to coordinate services for persons
101	101	needing multiagency services.
102	102	SECTION 10. Section 614.072(f), Government Code, is amended
103	103	to read as follows:
104	104	(f) The director shall prepare an annual written report on
105	105	the activity, status, and effectiveness of the fund and shall
106	106	submit the report to the lieutenant governor and[,] the speaker of
107	107	the house of representatives[, and the comptroller] before
108	108	September 1 of each year.
109	109	SECTION 11. Section 772.009, Government Code, is amended by
110	110	amending Subsection (g) and adding Subsection (g-1) to read as
111	111	follows:
112	112	(g) Each state agency other than an institution of higher
113	113	education shall file an annual report with the grant writing team
114	114	concerning the agency's efforts to acquire [in acquiring] available
115	115	discretionary federal funds during the preceding state fiscal
116	116	year. The grant writing team shall establish guidelines for
117	117	information included in the annual report required by this
118	118	subsection [section].
119	119	(g-1) The grant writing team shall:
120	120	(1) evaluate the effectiveness of each agency in
121	121	acquiring discretionary federal funds during the preceding state
122	122	fiscal year;
123	123	(2) [and shall] report the findings of the evaluation
124	124	to the governor and the Legislative Budget Board; and
125	125	(3) publish the report on the office of the governor's
126	126	Internet website.
127	127	SECTION 12. Section 2056.002(d), Government Code, is
128	128	amended to read as follows:
129	129	(d) A state agency shall send two copies of each plan to both
130	130	the Legislative Reference Library and the state publications
131	131	clearinghouse of the Texas State Library and one copy each to:
132	132	(1) the governor;
133	133	(2) the lieutenant governor;
134	134	(3) the speaker of the house of representatives;
135	135	(4) the Legislative Budget Board;
136	136	(5) the Sunset Advisory Commission;
137	137	(6) the state auditor; and
138	138	(7) [the comptroller; and
139	139	[(8)] the Department of Information Resources.
140	140	SECTION 13. Section 2056.009(b), Government Code, is
141	141	amended to read as follows:
142	142	(b) The state plan shall be sent to the governor, lieutenant
143	143	governor, [comptroller,] and each member of the legislature not
144	144	later than the seventh working day of each regular session of the
145	145	legislature.
146	146	SECTION 14. Section 2165.055, Government Code, as amended
147	147	by Chapters 1153 (S.B. 211) and 1312 (S.B. 59), Acts of the 83rd
148	148	Legislature, Regular Session, 2013, is reenacted and amended to
149	149	read as follows:
150	150	Sec. 2165.055. REPORT ABOUT IMPROVEMENTS AND REPAIRS. Not
151	151	later than December 1 of each even-numbered year, the commission
152	152	[on July 1 of each even-numbered year] shall [electronically submit
153	153	a] report to the governor[, lieutenant governor, speaker of the
154	154	house of representatives, comptroller, and Legislative Budget
155	155	Board on]:
156	156	(1) all improvements and repairs that have been made,
157	157	with an itemized account of receipts and expenditures; and
158	158	(2) the condition of all property under its control,
159	159	with an estimate of needed improvements and repairs.
160	160	SECTION 15. Section 2166.101(d), Government Code, as
161	161	amended by Chapters 1153 (S.B. 211) and 1312 (S.B. 59), Acts of the
162	162	83rd Legislature, Regular Session, 2013, is reenacted and amended
163	163	to read as follows:
164	164	(d) The commission shall summarize its findings on the
165	165	status of state-owned buildings and current information on
166	166	construction costs and include the summary in the commission's
167	167	master facilities plan required under Section 2166.102 [in an
168	168	electronically submitted report to the governor, lieutenant
169	169	governor, speaker of the house of representatives, comptroller, and
170	170	Legislative Budget Board not later than July 1 of each
171	171	even-numbered year].
172	172	SECTION 16. Section 2166.103(b), Government Code, as
173	173	amended by Chapters 1153 (S.B. 211) and 1312 (S.B. 59), Acts of the
174	174	83rd Legislature, Regular Session, 2013, is reenacted and amended
175	175	to read as follows:
176	176	(b) The [Not later than July 1 of each even-numbered year,]
177	177	commission shall identify [electronically submit to the governor,
178	178	the lieutenant governor, the speaker of the house of
179	179	representatives, the comptroller, and the Legislative Budget Board
180	180	a report identifying] counties in which more than 50,000 square
181	181	feet of usable office space is needed and make recommendations for
182	182	meeting that need. The commission may recommend leasing or
183	183	purchasing and renovating one or more existing buildings or
184	184	constructing one or more buildings. The commission shall include
185	185	the commission's findings and recommendations in the commission's
186	186	master facilities plan required under Section 2166.102.
187	187	SECTION 17. Section 2205.041, Government Code, is amended
188	188	to read as follows:
189	189	Sec. 2205.041. AIRCRAFT USE FORM. (a) The Texas Department
190	190	of Transportation [Legislative Budget Board, in cooperation with
191	191	the board,] shall prescribe:
192	192	(1) an annual aircraft use form for gathering
193	193	information about the use of state-operated aircraft, including the
194	194	extent to which and the methods by which the goal provided by
195	195	Section 2205.031(b) is being met; and
196	196	(2) procedures for each state agency that operates an
197	197	aircraft for sending the form to the department [board and the
198	198	Legislative Budget Board].
199	199	(b) The aircraft use form must request the following
200	200	information about each aircraft a state agency operates:
201	201	(1) a description of the aircraft;
202	202	(2) the date purchased or leased and the purchase
203	203	price or lease cost;
204	204	(3) the number of annual hours flown;
205	205	(4) the annual operating costs;
206	206	(5) the number of flights and the destinations;
207	207	(6) the travel logs prepared under Section 2205.039;
208	208	and
209	209	(7) any other information the Texas Department of
210	210	Transportation [Legislative Budget Board] requires to document the
211	211	proper or cost-efficient use of the aircraft.
212	212	SECTION 18. The following provisions are repealed:
213	213	(1) Section 51.752(g), Education Code;
214	214	(2) Section 61.0761, Education Code;
215	215	(3) Section 109.75(c), Education Code;
216	216	(4) Section 761.005, Government Code;
217	217	(5) Section 2166.409, Government Code;
218	218	(6) Section 101.0252, Human Resources Code; and
219	219	(7) Section 162.501(c), Tax Code.
220	220	SECTION 19. This Act takes effect September 1, 2015.
