7 | 7 | | relating to the handgun proficiency required to obtain or renew a |

9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 411.188(a), Government Code, is amended |
---|
11 | 11 | | to read as follows: |
---|
12 | 12 | | (a) The director by rule shall establish minimum standards |
---|
13 | 13 | | for handgun proficiency and shall develop a course to teach handgun |
---|
14 | 14 | | proficiency and examinations to measure handgun proficiency. The |
---|
15 | 15 | | course to teach handgun proficiency is required for each person who |
---|
16 | 16 | | seeks to obtain or renew a license and must contain training |
---|
17 | 17 | | sessions divided into two parts. One part of the course must be |
---|
18 | 18 | | classroom instruction and the other part must be range instruction |
---|
19 | 19 | | and an actual demonstration by the applicant of the applicant's |
---|
20 | 20 | | ability to safely and proficiently use a handgun. An applicant must |
---|
21 | 21 | | be able to demonstrate, at a minimum, the degree of proficiency that |
---|
22 | 22 | | is required to effectively operate a handgun of .22 [.32] caliber or |
---|
23 | 23 | | above. The department shall distribute the standards, course |
---|
24 | 24 | | requirements, and examinations on request to any qualified handgun |
---|
25 | 25 | | instructor. |

26 | 26 | | SECTION 2. The change in law made by this Act applies only |
---|
27 | 27 | | to an application to obtain or renew a license to carry a concealed |
---|
28 | 28 | | handgun submitted on or after the effective date of this Act. An |
---|
29 | 29 | | application submitted before the effective date of this Act is |
---|
30 | 30 | | governed by the law in effect when the application was submitted, |
---|
31 | 31 | | and the former law is continued in effect for that purpose. |
---|
32 | 32 | | SECTION 3. This Act takes effect September 1, 2015. |
