44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to a chronic respiratory disease state strategic plan
77 developed by the Department of State Health Services.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. (a) The Department of State Health Services
1010 shall develop a strategic plan to significantly reduce morbidity
1111 and mortality from chronic respiratory diseases such as asthma and
1212 chronic obstructive pulmonary disease.
1313 (b) In developing the strategic plan, the Department of
1414 State Health Services shall collaborate with the Health and Human
1515 Services Commission and may convene any necessary workgroups. The
1616 members of a workgroup may include:
1717 (1) health care providers specializing in asthma and
1818 chronic obstructive pulmonary disease prevention, screening,
1919 treatment, or research;
2020 (2) representatives of general academic teaching
2121 institutions as defined by Section 61.003, Education Code, and
2222 medical and dental units as defined by Section 61.003, Education
2323 Code as well as other educators with experience with chronic
2424 respritory diesase;
2525 (3) non-profit and community organizations serving
2626 individuals with chronic respiratory disease such as asthma and
2727 chronic obstructive pulmonary disease,
2828 (4) representatives from geographic areas or other
2929 population groups at higher risk of asthma and chronic obstructive
3030 pulmonary disease;
3131 (5) other people the department determines are
3232 necessary.
3333 (c) In developing the strategic plan, the Department of
3434 State Health Services shall:
3535 (1) identify barriers to effective prevention,
3636 screening, and treatment for asthma and chronic obstructive
3737 pulmonary disease, including specific barriers affecting providers
3838 and patients;
3939 (2) identify methods to increase awareness of the risk
4040 factors and symptoms of asthma and chronic obstructive pulmonary
4141 disease;
4242 (3) identify methods to increase use of evidence-based
4343 screening to enhance the number of people screened regularly for
4444 asthma and chronic obstructive pulmonary disease;
4545 (4) review current technologies and best practices for
4646 asthma and chronic obstructive pulmonary disease management and
4747 treatment;
4848 (5) review technology available to diagnose and
4949 prevent asthma and chronic obstructive pulmonary disease;
5050 (6) develop methods for creating partnerships with
5151 public and private entities to increase awareness of chronic
5252 respiratory disease;
5353 (7) review current prevention, screening, treatment,
5454 and related activities in this state and identify areas in which the
5555 services for those activities are lacking;
5656 (8) estimate the annual direct and indirect state
5757 health care costs attributable to asthma and chronic obstructive
5858 pulmonary disease; and
5959 (9) make recommendations to the legislature on policy
6060 changes and funding needed to implement the strategic plan.
6161 (d) Not later than December 31, 2016, the Department of
6262 State Health Services shall deliver to the governor and members of
6363 the legislature the strategic plan and recommendations on goal
6464 implementation and schedule compliance related to the strategic
6565 plan.
6666 (e) This section expires January 1, 2017.
6767 SECTION 2. This Act takes effect September 1, 2015.
