4	4	A BILL TO BE ENTITLED
5	5	AN ACT
6	6	relating to a chronic respiratory disease state strategic plan
7	7	developed by the Department of State Health Services.
8	8	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9	SECTION 1. (a) The Department of State Health Services
10	10	shall develop a strategic plan to significantly reduce morbidity
11	11	and mortality from chronic respiratory diseases such as asthma and
12	12	chronic obstructive pulmonary disease.
13	13	(b) In developing the strategic plan, the Department of
14	14	State Health Services shall collaborate with the Health and Human
15	15	Services Commission and may convene any necessary workgroups. The
16	16	members of a workgroup may include:
17	17	(1) health care providers specializing in asthma and
18	18	chronic obstructive pulmonary disease prevention, screening,
19	19	treatment, or research;
20	20	(2) representatives of general academic teaching
21	21	institutions as defined by Section 61.003, Education Code, and
22	22	medical and dental units as defined by Section 61.003, Education
23	23	Code as well as other educators with experience with chronic
24	24	respritory diesase;
25	25	(3) non-profit and community organizations serving
26	26	individuals with chronic respiratory disease such as asthma and
27	27	chronic obstructive pulmonary disease,
28	28	(4) representatives from geographic areas or other
29	29	population groups at higher risk of asthma and chronic obstructive
30	30	pulmonary disease;
31	31	(5) other people the department determines are
32	32	necessary.
33	33	(c) In developing the strategic plan, the Department of
34	34	State Health Services shall:
35	35	(1) identify barriers to effective prevention,
36	36	screening, and treatment for asthma and chronic obstructive
37	37	pulmonary disease, including specific barriers affecting providers
38	38	and patients;
39	39	(2) identify methods to increase awareness of the risk
40	40	factors and symptoms of asthma and chronic obstructive pulmonary
41	41	disease;
42	42	(3) identify methods to increase use of evidence-based
43	43	screening to enhance the number of people screened regularly for
44	44	asthma and chronic obstructive pulmonary disease;
45	45	(4) review current technologies and best practices for
46	46	asthma and chronic obstructive pulmonary disease management and
47	47	treatment;
48	48	(5) review technology available to diagnose and
49	49	prevent asthma and chronic obstructive pulmonary disease;
50	50	(6) develop methods for creating partnerships with
51	51	public and private entities to increase awareness of chronic
52	52	respiratory disease;
53	53	(7) review current prevention, screening, treatment,
54	54	and related activities in this state and identify areas in which the
55	55	services for those activities are lacking;
56	56	(8) estimate the annual direct and indirect state
57	57	health care costs attributable to asthma and chronic obstructive
58	58	pulmonary disease; and
59	59	(9) make recommendations to the legislature on policy
60	60	changes and funding needed to implement the strategic plan.
61	61	(d) Not later than December 31, 2016, the Department of
62	62	State Health Services shall deliver to the governor and members of
63	63	the legislature the strategic plan and recommendations on goal
64	64	implementation and schedule compliance related to the strategic
65	65	plan.
66	66	(e) This section expires January 1, 2017.
67	67	SECTION 2. This Act takes effect September 1, 2015.
