| 9 | 9 | SECTION 1. Section 16.3221(a), Water Code, is amended to | |
| 10 | 10 | read as follows: | |
| 11 | 11 | (a) A person commits and offense if the person violates this | |
| 12 | 12 | subchapter, or a rule adopted or order issues under this | |
| 13 | 13 | subchapter. | |
| 14 | 14 | SECTION 2. The change in law made by this Act applies only | |
| 15 | 15 | to an offense committed on or after the effective date of this Act. | |
| 16 | 16 | An offense committed before the effective date of this Act is | |
| 17 | 17 | governed by the law in effect on the date of the offense was | |
| 18 | 18 | committed, and the former law is continued in effect for that | |
| 19 | 19 | purpose. For purposes of this section, an offense was committed | |
| 20 | 20 | before the effective date of this Act if any element of the offense | |
| 21 | 21 | occurred before that date. | |
| 22 | 22 | SECTION 3. This Act takes effect September 1, 2015. |
