| 14 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 15 | 10 | | SECTION 1. Subchapter C, Chapter 29, Education Code, is |
|---|
| 16 | 11 | | amended by adding Section 29.0845 to read as follows: |
|---|
| 17 | 12 | | Sec. 29.0845. ONLINE TUTORIALS FOR END-OF-COURSE |
|---|
| 18 | 13 | | ASSESSMENT INSTRUMENT PREPARATION. (a) The agency shall develop |
|---|
| 19 | 14 | | or contract for the development of interactive electronic tutorials |
|---|
| 20 | 15 | | that provide a comprehensive review for each end-of-course |
|---|
| 21 | 16 | | assessment instrument listed in Section 39.023(c). |
|---|
| 22 | 17 | | (b) From funds appropriated for purposes of this section, |
|---|
| 23 | 18 | | the agency shall make the tutorials developed under Subsection (a) |
|---|
| 24 | 19 | | available to public school students through the state virtual |
|---|
| 25 | 20 | | school network under Chapter 30A. |
|---|
| 26 | 21 | | (b-1) The agency shall provide the tutorials developed |
|---|
| 27 | 22 | | under Subsection (a) through the state virtual school network not |
|---|
| 28 | 23 | | later than the 2016-2017 school year. This subsection expires |
|---|
| 29 | 24 | | September 1, 2017. |
|---|
| 30 | 25 | | (c) A public school student may not be charged a fee for |
|---|
| 31 | 26 | | access to a tutorial provided through the state virtual school |
|---|
| 32 | 27 | | network under this section or materials used in conjunction with a |
|---|
| 33 | 28 | | tutorial. |
|---|
| 34 | 29 | | (d) The commissioner shall adopt rules as necessary to |
|---|
| 35 | 30 | | administer this section. |
|---|
| 36 | 31 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 37 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 38 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 39 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 40 | 35 | | Act takes effect September 1, 2015. |
