                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            May 18, 2015      TO: Honorable Byron Cook, Chair, House Committee on State Affairs      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB1968 by Huffman (Relating to the organization of public employees.), As Engrossed    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code and Local Government Code to prohibit the state or certain political subdivisions from deducting or withholding dues or fees to a labor organization from an employee's salary or wages except for certain municipal fire department, police department, and emergency medical service department personnel. The bill would prohibit a member of a trade organization acting in capacity from entering certain premises without consent of the owner. The bill would prohibit a person to aid picketing at or near certain premise regardless of whether the premise is occupied by certain individuals.The bill would repeal Section 22.001, Education Code. Local Government Impact No significant fiscal implication to units of local government is anticipated.
