55 AN ACT
66 relating to making supplemental appropriations and giving
77 direction and adjustment authority regarding appropriations.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. APPROPRIATION REDUCTION: PUBLIC FINANCE
1010 AUTHORITY. The unencumbered appropriations from the general
1111 revenue fund to the Public Finance Authority made by Chapter 1411
1212 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013 (the
1313 General Appropriations Act), for use during the state fiscal
1414 biennium ending August 31, 2015, for bond debt service payments,
1515 including appropriations subject to Rider 2, page I-45, Chapter
1616 1411 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013
1717 (the General Appropriations Act), to the bill pattern of the
1818 appropriations to the authority, are reduced by a total aggregate
1919 of $21,000,000. The Public Finance Authority shall identify the
2020 strategies and objectives to which the reduction is to be allocated
2121 and the amount of the reduction for each of those strategies and
2222 objectives.
2323 SECTION 2. APPROPRIATION REDUCTION: TEXAS EDUCATION
2424 AGENCY. The unencumbered appropriations from the general revenue
2525 fund to the Texas Education Agency made by Chapter 1411 (S.B. 1),
2626 Acts of the 83rd Legislature, Regular Session, 2013 (the General
2727 Appropriations Act), for use during the state fiscal biennium
2828 ending August 31, 2015, for Strategy A.1.1., FSP-Equalized
2929 Operations, are reduced by $710,000,000.
3030 SECTION 3. APPROPRIATION REDUCTION: DEPARTMENT OF
3131 TRANSPORTATION. The unencumbered appropriations from the general
3232 revenue fund to the Department of Transportation made by Chapter
3333 1411 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013
3434 (the General Appropriations Act), for use during the state fiscal
3535 biennium ending August 31, 2015, for Strategy G.1.1., General
3636 Obligation Bonds, are reduced by $22,100,000.
3737 SECTION 4. APPROPRIATION REDUCTION: HEALTH AND HUMAN
3838 SERVICES COMMISSION. The unencumbered appropriations from federal
3939 funds to the Health and Human Services Commission made by Chapter
4040 1411 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013
4141 (the General Appropriations Act), for use during the state fiscal
4242 biennium ending August 31, 2015, for Strategy D.1.1., TANF (Cash
4343 Assistance) Grants, are reduced by $35,083,683.
4444 SECTION 5. DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES:
4545 FOSTER CARE SHORTFALL. In addition to amounts previously
4646 appropriated for the state fiscal biennium ending August 31, 2015,
4747 $17,729,316 is appropriated out of the general revenue fund to the
4848 Department of Family and Protective Services for Strategy B.1.11.,
4949 Foster Care Payments, as listed in Chapter 1411 (S.B. 1), Acts of
5050 the 83rd Legislature, Regular Session, 2013 (the General
5151 Appropriations Act), for the state fiscal year ending August 31,
5252 2015, for the purpose of providing foster care.
5353 SECTION 6. DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES:
5454 TITLE IV-E WAIVER. In addition to amounts previously appropriated
5555 for the state fiscal biennium ending August 31, 2015, $800,000 is
5656 appropriated out of the general revenue fund, and $800,000 is
5757 appropriated out of federal funds, to the Department of Family and
5858 Protective Services for Strategy B.1.11., Foster Care Payments, as
5959 listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
6060 Regular Session, 2013 (the General Appropriations Act), for the
6161 state fiscal year ending August 31, 2015, for the purpose of
6262 matching funds for information technology costs and pre-evaluation
6363 costs associated with the Title IV-E waiver.
6464 SECTION 7. HEALTH AND HUMAN SERVICES COMMISSION: MEDICAID
6565 SHORTFALL. In addition to amounts previously appropriated for the
6666 state fiscal biennium ending August 31, 2015, $60,138,677 is
6767 appropriated out of the general revenue fund, and $83,219,313 is
6868 appropriated out of federal funds, to the Health and Human Services
6969 Commission for Goal B, Medicaid, as listed in Chapter 1411 (S.B. 1),
7070 Acts of the 83rd Legislature, Regular Session, 2013 (the General
7171 Appropriations Act), for the state fiscal year ending August 31,
7272 2015, for Medicaid acute care services.
7373 SECTION 8. TEACHER RETIREMENT SYSTEM: TRS CARE SHORTFALL.
7474 In addition to amounts previously appropriated for the state fiscal
7575 biennium ending August 31, 2015, $768,100,754 is appropriated out
7676 of the general revenue fund to the Teacher Retirement System for the
7777 state fiscal year ending August 31, 2015, for Strategy A.2.1.,
7878 Retiree Health-Statutory Funds, as listed in Chapter 1411 (S.B. 1),
7979 Acts of the 83rd Legislature, Regular Session, 2013 (the General
8080 Appropriations Act), for TRS Care.
8181 SECTION 9. DEPARTMENT OF CRIMINAL JUSTICE: CORRECTIONAL
8282 MANAGED HEALTH CARE SHORTFALL. In addition to amounts previously
8383 appropriated for the state fiscal biennium ending August 31, 2015,
8484 $50,500,000 is appropriated out of the general revenue fund to the
8585 Department of Criminal Justice for the state fiscal year ending
8686 August 31, 2015, for Strategy C.1.8., Hospital and Clinical Care,
8787 as listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
8888 Regular Session, 2013 (the General Appropriations Act), for
8989 correctional managed health care.
9090 SECTION 10. ANIMAL HEALTH COMMISSION: CATTLE FEVER TICK
9191 QUARANTINE. In addition to amounts previously appropriated for the
9292 state fiscal biennium ending August 31, 2015, the amount of
9393 $601,111 is appropriated out of the general revenue fund to the
9494 Animal Health Commission for Strategy A.1.1., Field Operations, as
9595 listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
9696 Regular Session, 2013 (the General Appropriations Act), for the
9797 two-year period beginning on the effective date of this Act for the
9898 purpose of instituting a quarantine zone for cattle fever ticks.
9999 SECTION 11. ANIMAL HEALTH COMMISSION: CATTLE TUBERCULOSIS.
100100 In addition to amounts previously appropriated for the state fiscal
101101 biennium ending August 31, 2015, the amount of $188,736 is
102102 appropriated out of the general revenue fund to the Animal Health
103103 Commission for Strategy A.1.1., Field Operations, as listed in
104104 Chapter 1411 (S.B. 1), Acts of the 83rd Legislature, Regular
105105 Session, 2013 (the General Appropriations Act), for the two-year
106106 period beginning on the effective date of this Act for the purpose
107107 of combating cattle tuberculosis.
108108 SECTION 12. HEALTH AND HUMAN SERVICES COMMISSION: CERTAIN
109109 TRANSFERS. The following amounts of general revenue funds
110110 appropriated for the state fiscal biennium ending August 31, 2015,
111111 are transferred to the Health and Human Services Commission for the
112112 state fiscal year ending August 31, 2015, for Goal B, Medicaid, as
113113 listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
114114 Regular Session, 2013 (the General Appropriations Act), for
115115 Medicaid acute care services:
116116 (1) $98,762,408 from the appropriations made to the
117117 Department of Aging and Disability Services for Strategy A.2.4.,
118118 Habilitation Services, as listed in Chapter 1411 (S.B. 1), Acts of
119119 the 83rd Legislature, Regular Session, 2013 (the General
120120 Appropriations Act);
121121 (2) $43,527,524 from the appropriations made to the
122122 Department of Aging and Disability Services for Goal A, Long-Term
123123 Services and Supports, as listed in Chapter 1411 (S.B. 1), Acts of
124124 the 83rd Legislature, Regular Session, 2013 (the General
125125 Appropriations Act);
126126 (3) $5,900,000 from the appropriations made to the
127127 Department of State Health Services for Strategy B.1.4., Community
128128 Primary Care Services, as listed in Chapter 1411 (S.B. 1), Acts of
129129 the 83rd Legislature, Regular Session, 2013 (the General
130130 Appropriations Act);
131131 (4) $5,600,000 from the appropriations made to the
132132 Department of State Health Services for Strategy B.2.1., Mental
133133 Health Services-Adults, as listed in Chapter 1411 (S.B. 1), Acts of
134134 the 83rd Legislature, Regular Session, 2013 (the General
135135 Appropriations Act);
136136 (5) $101,900,000 from the appropriations made to the
137137 Health and Human Services Commission for Strategy A.1.2.,
138138 Integrated Eligibility and Enrollment (IEE), as listed in Chapter
139139 1411 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013
140140 (the General Appropriations Act);
141141 (6) $4,500,000 from the appropriations made to the
142142 Health and Human Services Commission for Strategy D.2.3., Texas
143143 Women's Health Program, as listed in Chapter 1411 (S.B. 1), Acts of
144144 the 83rd Legislature, Regular Session, 2013 (the General
145145 Appropriations Act);
146146 (7) $2,700,000 from the appropriations made to the
147147 Health and Human Services Commission for Strategy G.1.1., Office of
148148 Inspector General, as listed in Chapter 1411 (S.B. 1), Acts of the
149149 83rd Legislature, Regular Session, 2013 (the General
150150 Appropriations Act);
151151 (8) $15,304,489 from the appropriations made to the
152152 Health and Human Services Commission for Goal C, CHIP Services, as
153153 listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
154154 Regular Session, 2013 (the General Appropriations Act); and
155155 (9) $43,303 from the appropriations made to the Health
156156 and Human Services Commission for Strategy D.1.1., TANF (Cash
157157 Assistance) Grants, as listed in Chapter 1411 (S.B. 1), Acts of the
158158 83rd Legislature, Regular Session, 2013 (the General
159159 Appropriations Act).
160160 SECTION 13. DEPARTMENT OF PUBLIC SAFETY/BORDER SECURITY
161161 SHORTFALL. In addition to amounts previously appropriated for the
162162 state fiscal biennium ending August 31, 2015, $30,000,000 is
163163 appropriated out of the general revenue fund to the Department of
164164 Public Safety for the state fiscal year ending August 31, 2015, for
165165 Strategy A.1.3., Border Security, as listed in Chapter 1411 (S.B.
166166 1), Acts of the 83rd Legislature, Regular Session, 2013 (the
167167 General Appropriations Act), for border security operations
168168 including operations of the Texas Military Department.
169169 SECTION 14. EFFECTIVE DATE. This Act takes effect
170170 immediately.
