5	5	AN ACT
6	6	relating to making supplemental appropriations and giving
7	7	direction and adjustment authority regarding appropriations.
8	8	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
9	9	SECTION 1. APPROPRIATION REDUCTION: PUBLIC FINANCE
10	10	AUTHORITY. The unencumbered appropriations from the general
11	11	revenue fund to the Public Finance Authority made by Chapter 1411
12	12	(S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013 (the
13	13	General Appropriations Act), for use during the state fiscal
14	14	biennium ending August 31, 2015, for bond debt service payments,
15	15	including appropriations subject to Rider 2, page I-45, Chapter
16	16	1411 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013
17	17	(the General Appropriations Act), to the bill pattern of the
18	18	appropriations to the authority, are reduced by a total aggregate
19	19	of $21,000,000. The Public Finance Authority shall identify the
20	20	strategies and objectives to which the reduction is to be allocated
21	21	and the amount of the reduction for each of those strategies and
22	22	objectives.
23	23	SECTION 2. APPROPRIATION REDUCTION: TEXAS EDUCATION
24	24	AGENCY. The unencumbered appropriations from the general revenue
25	25	fund to the Texas Education Agency made by Chapter 1411 (S.B. 1),
26	26	Acts of the 83rd Legislature, Regular Session, 2013 (the General
27	27	Appropriations Act), for use during the state fiscal biennium
28	28	ending August 31, 2015, for Strategy A.1.1., FSP-Equalized
29	29	Operations, are reduced by $710,000,000.
30	30	SECTION 3. APPROPRIATION REDUCTION: DEPARTMENT OF
31	31	TRANSPORTATION. The unencumbered appropriations from the general
32	32	revenue fund to the Department of Transportation made by Chapter
33	33	1411 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013
34	34	(the General Appropriations Act), for use during the state fiscal
35	35	biennium ending August 31, 2015, for Strategy G.1.1., General
36	36	Obligation Bonds, are reduced by $22,100,000.
37	37	SECTION 4. APPROPRIATION REDUCTION: HEALTH AND HUMAN
38	38	SERVICES COMMISSION. The unencumbered appropriations from federal
39	39	funds to the Health and Human Services Commission made by Chapter
40	40	1411 (S.B. 1), Acts of the 83rd Legislature, Regular Session, 2013
41	41	(the General Appropriations Act), for use during the state fiscal
42	42	biennium ending August 31, 2015, for Strategy D.1.1., TANF (Cash
43	43	Assistance) Grants, are reduced by $35,083,683.
44	44	SECTION 5. DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES:
45	45	FOSTER CARE SHORTFALL. In addition to amounts previously
46	46	appropriated for the state fiscal biennium ending August 31, 2015,
47	47	$17,729,316 is appropriated out of the general revenue fund to the
48	48	Department of Family and Protective Services for Strategy B.1.11.,
49	49	Foster Care Payments, as listed in Chapter 1411 (S.B. 1), Acts of
50	50	the 83rd Legislature, Regular Session, 2013 (the General
51	51	Appropriations Act), for the state fiscal year ending August 31,
52	52	2015, for the purpose of providing foster care.
53	53	SECTION 6. DEPARTMENT OF FAMILY AND PROTECTIVE SERVICES:
54	54	TITLE IV-E WAIVER. In addition to amounts previously appropriated
55	55	for the state fiscal biennium ending August 31, 2015, $800,000 is
56	56	appropriated out of the general revenue fund, and $800,000 is
57	57	appropriated out of federal funds, to the Department of Family and
58	58	Protective Services for Strategy B.1.11., Foster Care Payments, as
59	59	listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
60	60	Regular Session, 2013 (the General Appropriations Act), for the
61	61	state fiscal year ending August 31, 2015, for the purpose of
62	62	matching funds for information technology costs and pre-evaluation
63	63	costs associated with the Title IV-E waiver.
64	64	SECTION 7. HEALTH AND HUMAN SERVICES COMMISSION: MEDICAID
65	65	SHORTFALL. In addition to amounts previously appropriated for the
66	66	state fiscal biennium ending August 31, 2015, $60,138,677 is
67	67	appropriated out of the general revenue fund, and $83,219,313 is
68	68	appropriated out of federal funds, to the Health and Human Services
69	69	Commission for Goal B, Medicaid, as listed in Chapter 1411 (S.B. 1),
70	70	Acts of the 83rd Legislature, Regular Session, 2013 (the General
71	71	Appropriations Act), for the state fiscal year ending August 31,
72	72	2015, for Medicaid acute care services.
73	73	SECTION 8. TEACHER RETIREMENT SYSTEM: TRS CARE SHORTFALL.
74	74	In addition to amounts previously appropriated for the state fiscal
75	75	biennium ending August 31, 2015, $768,100,754 is appropriated out
76	76	of the general revenue fund to the Teacher Retirement System for the
77	77	state fiscal year ending August 31, 2015, for Strategy A.2.1.,
78	78	Retiree Health-Statutory Funds, as listed in Chapter 1411 (S.B. 1),
79	79	Acts of the 83rd Legislature, Regular Session, 2013 (the General
80	80	Appropriations Act), for TRS Care.
81	81	SECTION 9. DEPARTMENT OF CRIMINAL JUSTICE: CORRECTIONAL
82	82	MANAGED HEALTH CARE SHORTFALL. In addition to amounts previously
83	83	appropriated for the state fiscal biennium ending August 31, 2015,
84	84	$50,500,000 is appropriated out of the general revenue fund to the
85	85	Department of Criminal Justice for the state fiscal year ending
86	86	August 31, 2015, for Strategy C.1.8., Hospital and Clinical Care,
87	87	as listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
88	88	Regular Session, 2013 (the General Appropriations Act), for
89	89	correctional managed health care.
90	90	SECTION 10. ANIMAL HEALTH COMMISSION: CATTLE FEVER TICK
91	91	QUARANTINE. In addition to amounts previously appropriated for the
92	92	state fiscal biennium ending August 31, 2015, the amount of
93	93	$601,111 is appropriated out of the general revenue fund to the
94	94	Animal Health Commission for Strategy A.1.1., Field Operations, as
95	95	listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
96	96	Regular Session, 2013 (the General Appropriations Act), for the
97	97	two-year period beginning on the effective date of this Act for the
98	98	purpose of instituting a quarantine zone for cattle fever ticks.
99	99	SECTION 11. ANIMAL HEALTH COMMISSION: CATTLE TUBERCULOSIS.
100	100	In addition to amounts previously appropriated for the state fiscal
101	101	biennium ending August 31, 2015, the amount of $188,736 is
102	102	appropriated out of the general revenue fund to the Animal Health
103	103	Commission for Strategy A.1.1., Field Operations, as listed in
104	104	Chapter 1411 (S.B. 1), Acts of the 83rd Legislature, Regular
105	105	Session, 2013 (the General Appropriations Act), for the two-year
106	106	period beginning on the effective date of this Act for the purpose
107	107	of combating cattle tuberculosis.
108	108	SECTION 12. HEALTH AND HUMAN SERVICES COMMISSION: CERTAIN
109	109	TRANSFERS. The following amounts of general revenue funds
110	110	appropriated for the state fiscal biennium ending August 31, 2015,
111	111	are transferred to the Health and Human Services Commission for the
112	112	state fiscal year ending August 31, 2015, for Goal B, Medicaid, as
113	113	listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,
114	114	Regular Session, 2013 (the General Appropriations Act), for
115	115	Medicaid acute care services:
116	116	(1) $98,762,408 from the appropriations made to the
117	117	Department of Aging and Disability Services for Strategy A.2.4.,
118	118	Habilitation Services, as listed in Chapter 1411 (S.B. 1), Acts of
119	119	the 83rd Legislature, Regular Session, 2013 (the General
120	120	Appropriations Act);
121	121	(2) $43,527,524 from the appropriations made to the
122	122	Department of Aging and Disability Services for Goal A, Long-Term
123	123	Services and Supports, as listed in Chapter 1411 (S.B. 1), Acts of
124	124	the 83rd Legislature, Regular Session, 2013 (the General
125	125	Appropriations Act);
126	126	(3) $5,900,000 from the appropriations made to the
127	127	Department of State Health Services for Strategy B.1.4., Community
128	128	Primary Care Services, as listed in Chapter 1411 (S.B. 1), Acts of
129	129	the 83rd Legislature, Regular Session, 2013 (the General
130	130	Appropriations Act);
131	131	(4) $5,600,000 from the appropriations made to the
132	132	Department of State Health Services for Strategy B.2.1., Mental

141	141	(6) $4,500,000 from the appropriations made to the
142	142	Health and Human Services Commission for Strategy D.2.3., Texas
143	143	Women's Health Program, as listed in Chapter 1411 (S.B. 1), Acts of
144	144	the 83rd Legislature, Regular Session, 2013 (the General
145	145	Appropriations Act);
146	146	(7) $2,700,000 from the appropriations made to the
147	147	Health and Human Services Commission for Strategy G.1.1., Office of
148	148	Inspector General, as listed in Chapter 1411 (S.B. 1), Acts of the
149	149	83rd Legislature, Regular Session, 2013 (the General
150	150	Appropriations Act);
151	151	(8) $15,304,489 from the appropriations made to the
152	152	Health and Human Services Commission for Goal C, CHIP Services, as
153	153	listed in Chapter 1411 (S.B. 1), Acts of the 83rd Legislature,

155	155	(9) $43,303 from the appropriations made to the Health
156	156	and Human Services Commission for Strategy D.1.1., TANF (Cash

159	159	Appropriations Act).
160	160	SECTION 13. DEPARTMENT OF PUBLIC SAFETY/BORDER SECURITY
161	161	SHORTFALL. In addition to amounts previously appropriated for the
162	162	state fiscal biennium ending August 31, 2015, $30,000,000 is
163	163	appropriated out of the general revenue fund to the Department of
164	164	Public Safety for the state fiscal year ending August 31, 2015, for
165	165	Strategy A.1.3., Border Security, as listed in Chapter 1411 (S.B.
166	166	1), Acts of the 83rd Legislature, Regular Session, 2013 (the
167	167	General Appropriations Act), for border security operations
168	168	including operations of the Texas Military Department.
169	169	SECTION 14. EFFECTIVE DATE. This Act takes effect
170	170	immediately.
