AUTHOR'S / SPONSOR'S STATEMENT OF INTENT S.B. 2019 makes two changes to the composition of the Texas Violent Gang Task Force (task force). First, it replaces the members from the Texas Youth Commission and Texas Juvenile Probation Commission with two representatives from the Texas Juvenile Justice Department. This reflects the merger of the two agencies into the Juvenile Justice Department in 2011. Second, it adds a representative from the Texas Alcoholic Beverage Commission (TABC), which has been requested by both the TABC and the task force. S.B. 2019 amends current law relating to the composition of the Texas Violent Gang Task Force. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Article 61.10(f), Code of Criminal Procedure, as follows: (f) Requires that the Texas Violent Gang Task Force (task force) consist of: (1)-(3) Makes no change to these subdivisions; (4) two representatives of the Texas Juvenile Justice Department designated by the executive director of that agency, rather than a representative of the Texas Youth Commission designated by the executive director of that agency; (5) Creates this subdivision from existing text and makes no further change; (6) and (7) Makes no change to these subdivisions; and (8) a representative of the Texas Alcoholic Beverage Commission designated by the executive director of that agency. Deletes existing Subdivision (5) requiring the task force to include a representative of the Texas Juvenile Probation Commission designated by the executive director of that agency. Renumbers remaining subdivisions appropriately. SECTION 2. Effective date: upon passage or September 1, 2015.
