| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter E, Chapter 130, Education Code, is |
|---|
| 11 | 11 | | amended by adding Section 130.0827 to read as follows: |
|---|
| 12 | 12 | | Sec. 130.0827. ADDITIONAL TRUSTEES FOR BLINN JUNIOR COLLEGE |
|---|
| 13 | 13 | | DISTRICT. (a) Notwithstanding any other law, in addition to the |
|---|
| 14 | 14 | | members of the board of trustees of the Blinn Junior College |
|---|
| 15 | 15 | | District elected or appointed under other provisions of this |
|---|
| 16 | 16 | | subchapter, the commissioners court of each county in which a |
|---|
| 17 | 17 | | branch campus of the district with a student enrollment greater |
|---|
| 18 | 18 | | than 10,000 is located shall appoint two members to serve on the |
|---|
| 19 | 19 | | district's board of trustees. |
|---|
| 20 | 20 | | (b) Members of the board of trustees appointed under this |
|---|
| 21 | 21 | | section serve staggered six-year terms, with the term of one member |
|---|
| 22 | 22 | | expiring on February 1 every three years. |
|---|
| 23 | 23 | | (b-1) In appointing the initial members under this section, |
|---|
| 24 | 24 | | the commissioners court shall designate one of the members to serve |
|---|
| 25 | 25 | | a term expiring February 1, 2018, and the other member to serve a |
|---|
| 26 | 26 | | term expiring February 1, 2021. This subsection expires January 1, |
|---|
| 27 | 27 | | 2022. |
|---|
| 28 | 28 | | (c) Members of the board of trustees appointed under this |
|---|
| 29 | 29 | | section may participate in the decision-making of the board to the |
|---|
| 30 | 30 | | same extent as any other member of the board except that members of |
|---|
| 31 | 31 | | the board appointed under this section by the commissioners court |
|---|
| 32 | 32 | | of a county that is not located in the Blinn Junior College |
|---|
| 33 | 33 | | District: |
|---|
| 34 | 34 | | (1) may participate in the decision-making of the |
|---|
| 35 | 35 | | board only in matters not related to the imposition of a tax or the |
|---|
| 36 | 36 | | distribution of revenue raised from a tax; and |
|---|
| 37 | 37 | | (2) are counted for purposes of determining whether a |
|---|
| 38 | 38 | | quorum of the board is present only for the purpose of Subdivision |
|---|
| 39 | 39 | | (1). |
|---|
| 40 | 40 | | SECTION 2. The commissioners court of each county to which |
|---|
| 41 | 41 | | Section 130.0827, Education Code, as added by this Act, applies |
|---|
| 42 | 42 | | shall appoint the initial members of the board of trustees of the |
|---|
| 43 | 43 | | Blinn Junior College District under that section not later than |
|---|
| 44 | 44 | | December 31, 2015. |
|---|
| 45 | 45 | | SECTION 3. This Act takes effect September 1, 2015. |
