| 10 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 9 | | SECTION 1. Subchapter H, Chapter 502, Transportation Code, |
|---|
| 12 | 10 | | is amended by adding Section 502.413 to read as follows: |
|---|
| 13 | 11 | | Sec. 502.413. VOLUNTARY CONTRIBUTION TO SPECIAL OLYMPICS |
|---|
| 14 | 12 | | TEXAS FUND. (a) When a person registers or renews the |
|---|
| 15 | 13 | | registration of a motor vehicle under this chapter, the person may |
|---|
| 16 | 14 | | contribute any amount to the Special Olympics Texas fund under |
|---|
| 17 | 15 | | Subsection (f). |
|---|
| 18 | 16 | | (b) The department shall provide, in a conspicuous manner, |
|---|
| 19 | 17 | | an opportunity to contribute to the Special Olympics Texas fund in |
|---|
| 20 | 18 | | any registration renewal system used by the department. |
|---|
| 21 | 19 | | (c) If a person makes a contribution under this section and |
|---|
| 22 | 20 | | does not pay the full amount of a registration fee, the county |
|---|
| 23 | 21 | | assessor-collector may credit all or a portion of the contribution |
|---|
| 24 | 22 | | to the person's registration fee. |
|---|
| 25 | 23 | | (d) The county assessor-collector shall send any |
|---|
| 26 | 24 | | contribution made under this section to the comptroller for deposit |
|---|
| 27 | 25 | | to the Special Olympics Texas fund before the 31st day after the |
|---|
| 28 | 26 | | date the contribution is made. |
|---|
| 29 | 27 | | (e) The department shall consult with the Department of |
|---|
| 30 | 28 | | Aging and Disability Services in performing the department's duties |
|---|
| 31 | 29 | | under this section. |
|---|
| 32 | 30 | | (f) The Special Olympics Texas fund is created as a trust |
|---|
| 33 | 31 | | fund outside the state treasury to be held by the comptroller and |
|---|
| 34 | 32 | | administered by the Department of Aging and Disability Services as |
|---|
| 35 | 33 | | trustee on behalf of Special Olympics Texas. The fund is composed |
|---|
| 36 | 34 | | of money deposited to the credit of the fund under this section. |
|---|
| 37 | 35 | | Money in the fund shall be disbursed at least monthly, without |
|---|
| 38 | 36 | | appropriation, to Special Olympics Texas to provide training and |
|---|
| 39 | 37 | | athletic competitions for persons with mental illness and |
|---|
| 40 | 38 | | intellectual disabilities. |
|---|
| 41 | 39 | | SECTION 2. This Act takes effect January 1, 2016. |
