66 AN ACT
77 relating to a required report made to a public school student,
88 parent, and teacher regarding the student's performance on certain
99 state-adopted or state-developed assessment instruments.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter B, Chapter 39, Education Code, is
1212 amended by adding Section 39.0239 to read as follows:
1313 Sec. 39.0239. REQUIRED REPORT FOR CERTAIN ASSESSMENTS. (a)
1414 Following the administration of an assessment instrument adopted or
1515 developed under Section 39.023(a), the agency shall provide a
1616 detailed report of a student's performance on the assessment
1717 instrument to:
1818 (1) the student;
1919 (2) the student's parent or other person standing in
2020 parental relationship; and
2121 (3) the student's teachers.
2222 (b) The report provided under Subsection (a) must include an
2323 analysis of a student's performance on each assessed standard or
2424 skill in the essential knowledge and skills of the subject for which
2525 the assessment instrument was administered. The analysis must
2626 indicate whether the student mastered each standard or skill
2727 assessed in the assessment instrument.
2828 (c) The analysis under Subsection (b) must demonstrate both
2929 individual assessment results and assessment results aggregated
3030 across classes, campuses, and districts.
3131 (d) The commissioner may contract with a third party to
3232 fulfill the requirements of this section.
3333 SECTION 2. This Act applies beginning with the 2015-2016
3434 school year.
3535 SECTION 3. This Act takes effect immediately if it receives
3636 a vote of two-thirds of all the members elected to each house, as
3737 provided by Section 39, Article III, Texas Constitution. If this
3838 Act does not receive the vote necessary for immediate effect, this
3939 Act takes effect September 1, 2015.
