66 AN ACT
77 relating to issuance of a receipt for a voter registration
88 applicant.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 13, Election Code, is
1111 amended by adding Section 13.009 to read as follows:
1212 Sec. 13.009. ISSUANCE OF RECEIPT. (a) This section applies
1313 only to a completed registration application that is submitted by
1414 the applicant in person to a voter registrar, deputy registrar, or
1515 volunteer deputy registrar or a voter registration agency
1616 designated under Chapter 20. This section does not apply to a
1717 completed registration application that is submitted by mail.
1818 (b) On receipt of a completed registration application, the
1919 person receiving the application shall prepare a receipt in
2020 duplicate on a form prescribed by the secretary of state and
2121 furnished by the registrar.
2222 (c) The receipt must contain:
2323 (1) the name of the applicant and, if applicable, the
2424 name of the applicant's agent; and
2525 (2) the date the completed application is submitted.
2626 (d) The person receiving the application shall sign the
2727 receipt in the applicant's presence and shall give the original to
2828 the applicant.
2929 (e) The person receiving the application shall deliver the
3030 duplicate receipt to the registrar with the registration
3131 application. The registrar shall retain the receipt on file with
3232 the application.
3333 (f) The secretary of state may prescribe a procedure that is
3434 an alternative to the procedure prescribed by this section that
3535 will ensure the accountability of the registration applications.
3636 SECTION 2. Section 13.040, Election Code, is repealed.
3737 SECTION 3. The change in law made by this Act applies only
3838 to a voter registration application submitted on or after the
3939 effective date of this Act.
4040 SECTION 4. This Act takes effect September 1, 2015.
