66 AN ACT
77 relating to creation of an employment-first task force advisory
88 committee.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter B, Chapter 531, Government Code, is
1111 amended by adding Section 531.02449 to read as follows:
1212 Sec. 531.02449. EMPLOYMENT-FIRST TASK FORCE ADVISORY
1313 COMMITTEE. (a) In this section:
1414 (1) "Institution of higher education" has the meaning
1515 assigned by Section 61.003, Education Code.
1616 (2) "Task force" means the interagency
1717 employment-first task force established under Section 531.02448.
1818 (b) The task force shall establish an advisory committee to
1919 make recommendations for increasing and expanding postsecondary
2020 educational opportunities and access for individuals with
2121 intellectual or developmental disabilities.
2222 (c) The presiding officer of the task force, after
2323 consulting with the task force, shall name the members of the
2424 advisory committee. The advisory committee:
2525 (1) may not:
2626 (A) consist of more than 11 members; or
2727 (B) include members of the task force; and
2828 (2) must at least include the following members:
2929 (A) an individual with an intellectual or
3030 developmental disability;
3131 (B) a family member of an individual with an
3232 intellectual or developmental disability;
3333 (C) an advocate for individuals with
3434 intellectual or developmental disabilities;
3535 (D) a representative of the Texas Council for
3636 Developmental Disabilities;
3737 (E) a representative of the Department of
3838 Assistive and Rehabilitative Services;
3939 (F) a representative of the Department of Aging
4040 and Disability Services;
4141 (G) a representative of the Texas Higher
4242 Education Coordinating Board;
4343 (H) a representative of the Texas Workforce
4444 Commission;
4545 (I) a representative of the Texas Education
4646 Agency; and
4747 (J) a representative of an institution of higher
4848 education.
4949 (d) A member of the advisory committee serves at the will of
5050 the task force.
5151 (e) The advisory committee shall elect a presiding officer
5252 of the committee.
5353 (f) The advisory committee established under this section
5454 shall:
5555 (1) set appropriate outcomes and goals;
5656 (2) survey institutions of higher education for:
5757 (A) programs that serve individuals with
5858 intellectual or developmental disabilities; and
5959 (B) plans to provide or interest in providing
6060 those programs;
6161 (3) research existing programs in and model programs
6262 outside this state;
6363 (4) propose expansion options for existing programs or
6464 the implementation of new programs, including potential funding
6565 options for those programs;
6666 (5) determine regional deficiencies;
6767 (6) leverage existing private and nonprofit efforts
6868 and partnerships;
6969 (7) periodically make recommendations to the Texas
7070 Higher Education Coordinating Board and institutions of higher
7171 education regarding action the entities should take to increase
7272 postsecondary opportunities and access for individuals with
7373 intellectual or developmental disabilities; and
7474 (8) make recommendations on legislative policy
7575 changes affecting postsecondary education for individuals with
7676 intellectual or developmental disabilities.
7777 (g) Not later than September 1, 2016, the advisory committee
7878 shall prepare and submit to the office of the governor, the
7979 legislature, and the executive commissioner a report regarding the
8080 committee's findings and recommendations.
8181 (h) A member of the advisory committee established under
8282 this section is not entitled to compensation. Members may be
8383 reimbursed for expenses as follows:
8484 (1) a member described by Subsection (c)(2)(A), (B),
8585 or (C) is entitled to reimbursement for travel and other necessary
8686 expenses as provided in the General Appropriations Act; and
8787 (2) a member appointed as a representative of a state
8888 agency is eligible for reimbursement for travel and other necessary
8989 expenses according to the applicable agency's policies.
9090 (i) The commission and the health and human services
9191 agencies shall provide administrative support and staff to the
9292 advisory committee established under this section.
9393 (j) This section expires September 1, 2017.
9494 SECTION 2. Not later than January 1, 2016, the presiding
9595 officer of the employment-first task force shall appoint the
9696 members of the advisory committee under Section 531.02449,
9797 Government Code, as added by this Act.
9898 SECTION 3. This Act takes effect immediately if it receives
9999 a vote of two-thirds of all the members elected to each house, as
100100 provided by Section 39, Article III, Texas Constitution. If this
101101 Act does not receive the vote necessary for immediate effect, this
102102 Act takes effect September 1, 2015.
