| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 28.0255(b), Education Code, is amended | |
| 11 | 11 | to read as follows: | |
| 12 | 12 | (b) This section applies only to a school district: | |
| 13 | 13 | (1) with an enrollment of more than 150,000 | |
| 14 | 14 | students[;] and | |
| 15 | 15 | [(2)] located primarily in a county with [that has] a | |
| 16 | 16 | population of 2.2 million or more [and] that is adjacent to a county | |
| 17 | 17 | with a population of more than 600,000; or | |
| 18 | 18 | (2) located in a county that borders the United | |
| 19 | 19 | Mexican States and the Gulf of Mexico. | |
| 20 | 20 | SECTION 2. This Act takes effect immediately if it receives | |
| 21 | 21 | a vote of two-thirds of all the members elected to each house, as | |
| 22 | 22 | provided by Section 39, Article III, Texas Constitution. If this | |
| 23 | 23 | Act does not receive the vote necessary for immediate effect, this | |
| 24 | 24 | Act takes effect September 1, 2015. |
