| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. The heading to Chapter 2255, Government Code, is |
|---|
| 11 | 11 | | amended to read as follows: |
|---|
| 12 | 12 | | CHAPTER 2255. PRIVATE DONORS OR ORGANIZATIONS AND INTERNATIONAL |

| 13 | 13 | | ORGANIZATIONS |

| 14 | 14 | | SECTION 2. Chapter 2255, Government Code, is amended by |
|---|
| 15 | 15 | | adding Section 2255.002 to read as follows: |
|---|
| 16 | 16 | | Sec. 2255.002. ORGANIZATIONS ACCREDITED BY THE UNITED |
|---|
| 17 | 17 | | NATIONS. (a) In this section, "governmental entity" means: |
|---|
| 18 | 18 | | (1) this state; |
|---|
| 19 | 19 | | (2) a political subdivision of this state, including a |
|---|
| 20 | 20 | | municipality, a county, or a special-purpose district or authority; |
|---|
| 21 | 21 | | (3) an institution, board, commission, office, |
|---|
| 22 | 22 | | department, court, or other agency: |
|---|
| 23 | 23 | | (A) in the executive, judicial, or legislative |
|---|
| 24 | 24 | | branch of state government, including an institution of higher |
|---|
| 25 | 25 | | education and a retirement system; or |
|---|
| 26 | 26 | | (B) of a political subdivision of this state; or |
|---|
| 27 | 27 | | (4) a public-private partnership. |
|---|
| 28 | 28 | | (b) A governmental entity may not enter into an agreement or |
|---|
| 29 | 29 | | contract with, accept money from, or grant money or other financial |
|---|
| 30 | 30 | | aid to a nongovernmental or intergovernmental organization |
|---|
| 31 | 31 | | accredited by the United Nations to implement a policy that |
|---|
| 32 | 32 | | originated in the Agenda 21 plan adopted by members of the United |
|---|
| 33 | 33 | | Nations at the United Nations Conference on Environment and |
|---|
| 34 | 34 | | Development in June 1992. |
|---|
| 35 | 35 | | SECTION 3. The change in law made by Section 2255.002, |
|---|
| 36 | 36 | | Government Code, as added by this Act, applies only to an agreement |
|---|
| 37 | 37 | | or contract entered into on or after the effective date of this Act. |
|---|
| 38 | 38 | | An agreement or contract entered into before the effective date of |
|---|
| 39 | 39 | | this Act is governed by the law in effect on the date the agreement |
|---|
| 40 | 40 | | or contract was entered into, and that law is continued in effect |
|---|
| 41 | 41 | | for that purpose. |
|---|
| 42 | 42 | | SECTION 4. This Act takes effect September 1, 2015. |
