66 AN ACT
77 relating to a requirement that a student's postsecondary transcript
88 include the average or median grade awarded in each class.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter Z, Chapter 51, Education Code, is
1111 amended by adding Section 51.979 to read as follows:
1212 Sec. 51.979. TRANSPARENCY IN STUDENT TRANSCRIPTS. (a) In
1313 this section, "general academic teaching institution" has the
1414 meaning assigned by Section 61.003.
1515 (b) Each general academic teaching institution shall
1616 include on a student's transcript, for each class attempted by the
1717 student:
1818 (1) the average grade awarded to all students in the
1919 class; or
2020 (2) for a class for which letter grades are awarded to
2121 all students in the class, the median grade awarded.
2222 (c) The institution shall place the average or median grade,
2323 as applicable, immediately to the right of the student's individual
2424 grade.
2525 (d) This section does not apply to a class:
2626 (1) offered to students solely on a pass-fail basis or
2727 for independent study credit; or
2828 (2) in which grades are reported for 10 students or
2929 fewer.
3030 (e) The Texas Higher Education Coordinating Board shall
3131 adopt rules to administer this section.
3232 SECTION 2. The Texas Higher Education Coordinating Board
3333 shall adopt the rules required by Section 51.979, Education Code,
3434 as added by this Act, as soon as practicable after this Act takes
3535 effect. For that purpose, the coordinating board may adopt the
3636 initial rules in the manner provided by law for emergency rules.
3737 SECTION 3. The change in law made by this Act applies
3838 beginning with the 2015 fall semester.
3939 SECTION 4. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect September 1, 2015.
