55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the employment of veterans by a public entity or public
88 work of this state.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 656.027, Government Code, is amended to
1111 read as follows:
1212 Sec. 656.027. PREFERENCE FOR VETERANS ON STATE EMPLOYMENT
1313 FORMS. The commission shall include on all forms relating to state
1414 agency employment that are prescribed by the commission under this
1515 subchapter or other law a statement regarding the requirement
1616 prescribed by Chapter 657 that each state agency give a veteran's
1717 [veterans] employment preference until the agency workforce is
1818 composed of at least 20 [40] percent veterans.
1919 SECTION 2. Sections 657.004(a) and (c), Government Code,
2020 are amended to read as follows:
2121 (a) An individual whose duty is to appoint or employ
2222 individuals for a public entity or public work of this state shall
2323 give preference in hiring to individuals entitled to a veteran's
2424 employment preference so that at least 20 [40] percent of the
2525 employees of the public entity or public work are selected from
2626 individuals given that preference. A public entity or public work
2727 that does not have at least 20 [40] percent of its employees who are
2828 entitled to the preference shall, in filling vacancies, give
2929 preferences to individuals entitled to a veteran's employment
3030 preference until it does have at least 20 [40] percent of its
3131 employees who are entitled to the preference.
3232 (c) A public entity or public work that has at least 20 [40]
3333 percent of its employees who are entitled to the preference is
3434 exempt from the requirements of Section 657.005.
3535 SECTION 3. Section 657.008, Government Code, is amended by
3636 adding Subsection (c) to read as follows:
3737 (c) Not later than December 1 of each year, a public entity
3838 shall publish on the entity's Internet website the total number and
3939 percentage of the entity's employees who are veterans, as defined
4040 by Section 657.002(c).
4141 SECTION 4. This Act takes effect September 1, 2015.
