| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Section 656.027, Government Code, is amended to |
|---|
| 11 | 11 | | read as follows: |
|---|
| 12 | 12 | | Sec. 656.027. PREFERENCE FOR VETERANS ON STATE EMPLOYMENT |
|---|
| 13 | 13 | | FORMS. The commission shall include on all forms relating to state |
|---|
| 14 | 14 | | agency employment that are prescribed by the commission under this |
|---|
| 15 | 15 | | subchapter or other law a statement regarding the requirement |
|---|
| 16 | 16 | | prescribed by Chapter 657 that each state agency give a veteran's |
|---|
| 17 | 17 | | [veterans] employment preference until the agency workforce is |
|---|
| 18 | 18 | | composed of at least 20 [40] percent veterans. |
|---|
| 19 | 19 | | SECTION 2. Sections 657.004(a) and (c), Government Code, |
|---|
| 20 | 20 | | are amended to read as follows: |
|---|
| 21 | 21 | | (a) An individual whose duty is to appoint or employ |
|---|
| 22 | 22 | | individuals for a public entity or public work of this state shall |
|---|
| 23 | 23 | | give preference in hiring to individuals entitled to a veteran's |
|---|
| 24 | 24 | | employment preference so that at least 20 [40] percent of the |
|---|
| 25 | 25 | | employees of the public entity or public work are selected from |
|---|
| 26 | 26 | | individuals given that preference. A public entity or public work |
|---|
| 27 | 27 | | that does not have at least 20 [40] percent of its employees who are |
|---|
| 28 | 28 | | entitled to the preference shall, in filling vacancies, give |
|---|
| 29 | 29 | | preferences to individuals entitled to a veteran's employment |
|---|
| 30 | 30 | | preference until it does have at least 20 [40] percent of its |
|---|
| 31 | 31 | | employees who are entitled to the preference. |
|---|
| 32 | 32 | | (c) A public entity or public work that has at least 20 [40] |
|---|
| 33 | 33 | | percent of its employees who are entitled to the preference is |
|---|
| 34 | 34 | | exempt from the requirements of Section 657.005. |
|---|
| 35 | 35 | | SECTION 3. Section 657.008, Government Code, is amended by |
|---|
| 36 | 36 | | adding Subsection (c) to read as follows: |
|---|
| 37 | 37 | | (c) Not later than December 1 of each year, a public entity |
|---|
| 38 | 38 | | shall publish on the entity's Internet website the total number and |
|---|
| 39 | 39 | | percentage of the entity's employees who are veterans, as defined |
|---|
| 40 | 40 | | by Section 657.002(c). |
|---|
| 41 | 41 | | SECTION 4. This Act takes effect September 1, 2015. |
