1010 A BILL TO BE ENTITLED
1111 AN ACT
1212 relating to the eligibility of presidential general election
1313 debates for distributions from a Major Events trust fund.
1414 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1515 SECTION 1. Sections 5A(a)(4) and (5), Chapter 1507 (S.B.
1616 456), Acts of the 76th Legislature, Regular Session, 1999 (Article
1717 5190.14, Vernon's Texas Civil Statutes), are amended to read as
1818 follows:
1919 (4) "Event" means a Super Bowl, a National Collegiate
2020 Athletic Association Final Four tournament game, the National
2121 Basketball Association All-Star Game, the X Games, the National
2222 Hockey League All-Star Game, the Major League Baseball All-Star
2323 Game, a game of the National Collegiate Athletic Association Bowl
2424 Championship Series or its successor or a National Collegiate
2525 Athletic Association Division I Football Bowl Subdivision
2626 postseason playoff or championship game, a World Cup Soccer game,
2727 the World Games, a national collegiate championship of an amateur
2828 sport sanctioned by the national governing body of the sport that is
2929 recognized by the United States Olympic Committee, an Olympic
3030 activity, including a Junior or Senior activity, training program,
3131 or feeder program sanctioned by the United States Olympic
3232 Committee's Community Olympic Development Program, a mixed martial
3333 arts championship, the Breeders' Cup World Championships, a Formula
3434 One automobile race, the Academy of Country Music Awards, the
3535 National Cutting Horse Association Triple Crown, a presidential
3636 general election debate, a national political convention of the
3737 Republican National Committee or the Democratic National
3838 Committee, or the largest event held each year at a sports
3939 entertainment venue in this state with a permanent seating
4040 capacity, including grandstand and premium seating, of not less
4141 than 125,000. The term includes any activities related to or
4242 associated with an event.
4343 (5) "Site selection organization" means:
4444 (A) the National Football League, the National
4545 Collegiate Athletic Association, the National Basketball
4646 Association, the National Hockey League, Major League Baseball, the
4747 Federation Internationale de Football Association (FIFA), the
4848 International World Games Association, or the United States Olympic
4949 Committee;
5050 (B) the national governing body of a sport that
5151 is recognized by the United States Olympic Committee, the National
5252 Thoroughbred Racing Association, Formula One Management Limited,
5353 or the Federation Internationale de l'Automobile;
5454 (C) the Academy of Country Music;
5555 (D) the National Cutting Horse Association; [or]
5656 (E) the Republican National Committee or the
5757 Democratic National Committee; or
5858 (F) the Commission on Presidential Debates.
5959 SECTION 2. Section 5A, Chapter 1507 (S.B. 456), Acts of the
6060 76th Legislature, Regular Session, 1999 (Article 5190.14, Vernon's
6161 Texas Civil Statutes), is amended by adding Subsection (a-3) to
6262 read as follows:
6363 (a-3) For purposes of Subsection (a-1) of this section, each
6464 presidential general election debate in a series of presidential
6565 debates before a general election is considered a separate, single
6666 event.
6767 SECTION 3. This Act takes effect September 1, 2015.
