       AUTHOR'S / SPONSOR'S STATEMENT OF INTENT   The Water Conservation Advisory Council is a 23-member council comprised of representatives from various state agencies, industries, and water user groups. This council was created to provide members of the legislature and the public with a council of experts in water conservation. This council submits a bi-annual report to the governor, lieutenant governor, and speaker of the house that includes progress made in water conservation in this state. S.B. 551 allows the Water Conservation Advisory Council to provide legislative recommendations as part of their bi-annual report.   S.B. 551 amends current law relating to the duty of the Water Conservation Advisory Council to submit a report and recommendations regarding water conservation in this state.   RULEMAKING AUTHORITY   This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.   SECTION BY SECTION ANALYSIS   SECTION 1.  Amends Section 10.011, Water Code, to require the Water Conservation Advisory Council to submit recommendations for legislation to advance water conservation in this state, which may include conservation through the reduction of the amount of water lost because of evaporation, to the governor, lieutenant governor, and speaker of the house of representatives not later than December 1 of each even-numbered year.   SECTION 2.  Effective date: September 1, 2015.
