7 | 7 | | relating to the resident physician expansion grant program. |

8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Sections 61.511(a), (c), (d), (e), (f), and (j), |
---|
10 | 10 | | Education Code, are amended to read as follows: |
---|
11 | 11 | | (a) The board shall administer the Resident Physician |
---|
12 | 12 | | Expansion Grant Program [as a competitive grant program] to |
---|
13 | 13 | | encourage the creation of new graduate medical education positions |
---|
14 | 14 | | through community collaboration and innovative funding. The board |
---|
15 | 15 | | shall award grants to new or existing physician residency programs |
---|
16 | 16 | | at teaching hospitals and other appropriate health care entities |
---|
17 | 17 | | according to the program criteria established under Subsections (b) |
---|
18 | 18 | | and (i). |
---|
19 | 19 | | (c) The board may provide grants only to support a residency |
---|
20 | 20 | | position that: |
---|
21 | 21 | | (1) is created and accredited on or after July |
---|
22 | 22 | | [January] 1, 2016 [2014]; or |
---|
23 | 23 | | (2) was created and accredited before July [January] |
---|
24 | 24 | | 1, 2015 [2013], but as of that date had not yet been filled. |
---|
25 | 25 | | (d) A grant award may be used only to pay direct costs |
---|
26 | 26 | | associated with the position, including the creation and |
---|
27 | 27 | | maintenance of the position and the salary of the resident |
---|
28 | 28 | | physician. |
---|
29 | 29 | | (e) Each grant application must specify: |
---|
30 | 30 | | (1) the number of residency positions expected to be |
---|
31 | 31 | | created or maintained with the grant money; and |
---|
32 | 32 | | (2) the grant amount requested for each year. |
---|
33 | 33 | | (f) The board by rule shall ensure that [award] grants are |
---|
34 | 34 | | awarded for each [all] residency position for which a grant was |
---|
35 | 35 | | [positions] awarded [a grant under this section] in the preceding |
---|
36 | 36 | | year [before awarding a grant for a residency position that did not |
---|
37 | 37 | | receive a grant in the preceding year], until the resident in that |
---|
38 | 38 | | position in the preceding year has completed the requirements of |
---|
39 | 39 | | the position and provided that the applicable grant recipient from |
---|
40 | 40 | | the preceding year complies with all conditions of the grant as |
---|
41 | 41 | | described by Subsection (g). |
---|
42 | 42 | | (j) Not later than March [January] 1 of each even-numbered |
---|
43 | 43 | | year, the board shall prepare and submit to the governor, the |
---|
44 | 44 | | lieutenant governor, the speaker of the house of representatives, |
---|
45 | 45 | | the standing committees of the senate and house of representatives |
---|
46 | 46 | | with responsibility for oversight of health and human services |
---|
47 | 47 | | issues, and the Legislative Budget Board a report that: |
---|
48 | 48 | | (1) specifies each of the following with respect to |
---|
49 | 49 | | the preceding program year: |
---|
50 | 50 | | (A) the number of grants awarded under the |
---|
51 | 51 | | program; |
---|
52 | 52 | | (B) the amount of each grant awarded under the |
---|
53 | 53 | | program; |
---|
54 | 54 | | (C) the number of residency positions created |
---|
55 | 55 | | with the support of grant money; |
---|
56 | 56 | | (D) the medical specialty of the residency |
---|
57 | 57 | | positions created; and |
---|
58 | 58 | | (E) whether physicians who complete their |
---|
59 | 59 | | training through residency positions created under the program |
---|
60 | 60 | | choose to practice in this state and which medical specialties they |
---|
61 | 61 | | choose for their practices; and |
---|
62 | 62 | | (2) makes appropriate recommendations for legislative |
---|
63 | 63 | | changes as necessary. |

64 | 64 | | SECTION 2. This Act takes effect September 1, 2015. |
