S.B. 58 amends current law relating to the enforcement of commercial vehicle safety standards by certain municipalities and counties. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Sections 644.101(b) and (c), Transportation Code, as follows: (b) Provides that a police officer of any of the municipalities as set forth is eligible to apply for certification under this section, including a municipality with a population of more than 40,000 and less than 50,000 that is located in a county with a population of more than 285,000 and less than 300,000 that borders the Gulf of Mexico. (c) Provides that a sheriff or deputy sheriff of a county bordering the United Mexican States or of a county with a population of 700,000 or more, rather than one million or more, is eligible to apply for certification under this section. SECTION 2. Effective date: September 1, 2015.
