                    LEGISLATIVE BUDGET BOARD    Austin, Texas      FISCAL NOTE, 84TH LEGISLATIVE REGULAR SESSION            March 16, 2015      TO: Honorable Kevin Eltife, Chair, Senate Committee on Business & Commerce      FROM: Ursula Parks, Director, Legislative Budget Board     IN RE:SB59 by Nelson (Relating to exempting the procurement of services for victims of family violence from competitive bidding requirements.), As Introduced    No significant fiscal implication to the State is anticipated.  The bill would amend the Government Code and Human Resources Code to exempt the procurement of services for victims of family violence from the competitive bidding requirements of health and human service agencies. The bill would also require the Health and Human Services Commission to consult with a statewide family violence organization when procuring contracts for those services. The Department of Family and Protective Services and the Health and Human Services Commission do not anticipate a significant fiscal impact as a result of complying with the provisions of the bill.The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house; otherwise it would take effect September 1, 2015. Local Government Impact No significant fiscal implication to units of local government is anticipated.
