| 9 | 7 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 8 | | SECTION 1. Section 21.044(c-1), Education Code, is amended |
|---|
| 11 | 9 | | to read as follows: |
|---|
| 12 | 10 | | (c-1) Any minimum academic qualifications for a certificate |
|---|
| 13 | 11 | | specified under Subsection (a) that require a person to possess a |
|---|
| 14 | 12 | | bachelor's degree must also require that the person receive, as |
|---|
| 15 | 13 | | part of the training required to obtain that certificate, |
|---|
| 16 | 14 | | instruction regarding mental health, substance abuse, and youth |
|---|
| 17 | 15 | | suicide. The instruction required must: |
|---|
| 18 | 16 | | (1) be provided through a program selected from the |
|---|
| 19 | 17 | | list of recommended best practice-based programs established under |
|---|
| 20 | 18 | | Section 161.325, Health and Safety Code; and |
|---|
| 21 | 19 | | (2) include effective strategies for teaching and |
|---|
| 22 | 20 | | intervening with students with mental or emotional disorders, |
|---|
| 23 | 21 | | including de-escalation techniques and positive behavioral |
|---|
| 24 | 22 | | interventions and supports [in detection of students with mental or |
|---|
| 25 | 23 | | emotional disorders]. |

| 26 | 24 | | SECTION 2. Section 21.044(c-2), Education Code, is |
|---|
| 27 | 25 | | repealed. |
|---|
| 28 | 26 | | SECTION 3. This Act takes effect September 1, 2015. |
