5- A BILL TO BE ENTITLED
64 AN ACT
75 relating to instruction regarding mental health, substance abuse,
86 and youth suicide in educator training programs.
97 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
108 SECTION 1. Section 21.044(c-1), Education Code, is amended
119 to read as follows:
1210 (c-1) Any minimum academic qualifications for a certificate
1311 specified under Subsection (a) that require a person to possess a
1412 bachelor's degree must also require that the person receive, as
1513 part of the training required to obtain that certificate,
1614 instruction regarding mental health, substance abuse, and youth
1715 suicide. The instruction required must:
1816 (1) be provided through a program selected from the
1917 list of recommended best practice-based programs established under
2018 Section 161.325, Health and Safety Code; and
2119 (2) include effective strategies for teaching and
2220 intervening with students with mental or emotional disorders,
2321 including de-escalation techniques and positive behavioral
2422 interventions and supports [in detection of students with mental or
2523 emotional disorders].
2624 SECTION 2. Section 21.044(c-2), Education Code, is
2725 repealed.
2826 SECTION 3. This Act takes effect September 1, 2015.
