55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to a study of the Dallas Men Against Abuse program.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. STUDY REQUIRED. The Health and Human Services
1010 Commission shall conduct a study of the Dallas Men Against Abuse
1111 program implemented by the City of Dallas to address domestic
1212 violence to determine if any or all aspects of the program should be
1313 implemented at the state level or in additional local communities
1414 or school districts.
1515 SECTION 2. CONTENTS OF STUDY. The study must:
1616 (1) examine each aspect of the program;
1717 (2) evaluate the effectiveness of each aspect of the
1818 program in reducing incidents of family violence, based on
1919 indicators such as the number of calls made to domestic violence
2020 hotlines, the number of victims of family violence who participate
2121 in prosecution of offenses involving family violence, and the
2222 number of aggravated assault charges filed in family violence
2323 cases;
2424 (3) assess the costs associated with the program and
2525 sources of funding;
2626 (4) determine the feasibility of implementing one or
2727 more aspects of the program at the state level or in additional
2828 local communities or school districts; and
2929 (5) make recommendations to the legislature regarding
3030 implementation of any or all aspects of the program at the state
3131 level or in additional local communities or school districts.
3232 SECTION 3. AGENCY PARTICIPATION AND COOPERATION. At the
3333 request of the Health and Human Services Commission, the Department
3434 of Family and Protective Services and each other health and human
3535 services agency under the authority of the commission shall
3636 participate in the study and provide appropriate assistance. The
3737 Texas Education Agency shall cooperate with the Health and Human
3838 Services Commission as necessary to enable the commission to assess
3939 the feasibility of implementing any or all aspects of the program in
4040 school districts.
4141 SECTION 4. REPORT. Not later than December 1, 2016, the
4242 Health and Human Services Commission shall submit a report to the
4343 legislature regarding the results of the study and the commission's
4444 recommendations regarding expanded implementation of the program.
4545 SECTION 5. EFFECTIVE DATE. This Act takes effect
4646 immediately if it receives a vote of two-thirds of all the members
4747 elected to each house, as provided by Section 39, Article III, Texas
4848 Constitution. If this Act does not receive the vote necessary for
4949 immediate effect, this Act takes effect September 1, 2015.
