7 | 7 | | relating to a study of the Dallas Men Against Abuse program. |

8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. STUDY REQUIRED. The Health and Human Services |
---|
10 | 10 | | Commission shall conduct a study of the Dallas Men Against Abuse |
---|
11 | 11 | | program implemented by the City of Dallas to address domestic |
---|
12 | 12 | | violence to determine if any or all aspects of the program should be |
---|
13 | 13 | | implemented at the state level or in additional local communities |
---|
14 | 14 | | or school districts. |
---|
15 | 15 | | SECTION 2. CONTENTS OF STUDY. The study must: |
---|
16 | 16 | | (1) examine each aspect of the program; |
---|
17 | 17 | | (2) evaluate the effectiveness of each aspect of the |
---|
18 | 18 | | program in reducing incidents of family violence, based on |
---|
19 | 19 | | indicators such as the number of calls made to domestic violence |
---|
20 | 20 | | hotlines, the number of victims of family violence who participate |
---|
21 | 21 | | in prosecution of offenses involving family violence, and the |
---|
22 | 22 | | number of aggravated assault charges filed in family violence |
---|
23 | 23 | | cases; |
---|
24 | 24 | | (3) assess the costs associated with the program and |
---|
25 | 25 | | sources of funding; |
---|
26 | 26 | | (4) determine the feasibility of implementing one or |
---|
27 | 27 | | more aspects of the program at the state level or in additional |
---|
28 | 28 | | local communities or school districts; and |
---|
29 | 29 | | (5) make recommendations to the legislature regarding |
---|
30 | 30 | | implementation of any or all aspects of the program at the state |
---|
31 | 31 | | level or in additional local communities or school districts. |
---|
32 | 32 | | SECTION 3. AGENCY PARTICIPATION AND COOPERATION. At the |
---|
33 | 33 | | request of the Health and Human Services Commission, the Department |
---|
34 | 34 | | of Family and Protective Services and each other health and human |
---|
35 | 35 | | services agency under the authority of the commission shall |
---|
36 | 36 | | participate in the study and provide appropriate assistance. The |
---|
37 | 37 | | Texas Education Agency shall cooperate with the Health and Human |
---|
38 | 38 | | Services Commission as necessary to enable the commission to assess |
---|
39 | 39 | | the feasibility of implementing any or all aspects of the program in |
---|
40 | 40 | | school districts. |
---|
41 | 41 | | SECTION 4. REPORT. Not later than December 1, 2016, the |
---|
42 | 42 | | Health and Human Services Commission shall submit a report to the |
---|
43 | 43 | | legislature regarding the results of the study and the commission's |
---|
44 | 44 | | recommendations regarding expanded implementation of the program. |
---|
45 | 45 | | SECTION 5. EFFECTIVE DATE. This Act takes effect |
---|
46 | 46 | | immediately if it receives a vote of two-thirds of all the members |
---|
47 | 47 | | elected to each house, as provided by Section 39, Article III, Texas |
---|
48 | 48 | | Constitution. If this Act does not receive the vote necessary for |
---|
49 | 49 | | immediate effect, this Act takes effect September 1, 2015. |
