55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the powers of the Greater Greenspoint Management
88 District of Harris County.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 3803.004(d), Special District Local Laws
1111 Code, is amended to read as follows:
1212 (d) The district will:
1313 (1) promote the health, safety, and general welfare of
1414 residents, employers, employees, and consumers in the district, and
1515 of the public;
1616 (2) provide needed funding for the greater Greenspoint
1717 area to preserve, maintain, and enhance the economic health and
1818 vitality of the area as a community and business center; [and]
1919 (3) promote the health, safety, welfare, and enjoyment
2020 of the public by providing pedestrian ways and by landscaping and
2121 developing certain areas in the district, which are necessary for
2222 the restoration, preservation, and enhancement of scenic and
2323 aesthetic beauty; and
2424 (4) eliminate unemployment and underemployment and
2525 develop or expand transportation and commerce by providing or by
2626 participating with other entities and educational institutions in
2727 establishing, equipping, financing, and operating workforce
2828 development, workforce education, and job training opportunities.
2929 SECTION 2. Section 3803.051, Special District Local Laws
3030 Code, is amended to read as follows:
3131 Sec. 3803.051. BOARD OF DIRECTORS; TERMS. (a) The
3232 district is governed by a board of 22 directors who serve staggered
3333 terms of four years, with 11 directors' terms expiring June 1 of
3434 each odd-numbered year.
3535 (b) The board by resolution may increase or decrease the
3636 number of directors on the board, but only if it is in the best
3737 interest of the district to do so. The board may not:
3838 (1) increase the number of directors to more than 30;
3939 or
4040 (2) decrease the number of directors to fewer than
4141 nine.
4242 SECTION 3. Subchapter C, Chapter 3803, Special District
4343 Local Laws Code, is amended by adding Sections 3803.106 and
4444 3803.107 to read as follows:
4545 Sec. 3803.106. PLANS FOR WORKFORCE DEVELOPMENT SERVICES.
4646 (a) The district shall develop and implement one or more plans for
4747 workforce development services. The services may include:
4848 (1) job training;
4949 (2) workforce education;
5050 (3) financing of special educational opportunities;
5151 or
5252 (4) other projects that promote workforce
5353 development.
5454 (b) To assist in implementing a plan for workforce
5555 development services, the district may:
5656 (1) accept a donation, grant, or loan from any person;
5757 (2) work with a school at any level;
5858 (3) work with any person that provides workforce
5959 development money or projects; or
6060 (4) participate with any other entity.
6161 Sec. 3803.107. ANNEXATION OF LAND. The district may annex
6262 land as provided by Subchapter J, Chapter 49, Water Code.
6363 SECTION 4. Subchapter D, Chapter 3803, Special District
6464 Local Laws Code, is amended by adding Section 3803.1515 to read as
6565 follows:
6666 Sec. 3803.1515. DISBURSEMENTS AND TRANSFERS OF MONEY. The
6767 board by resolution shall establish the number of directors'
6868 signatures and the procedure required for a disbursement or
6969 transfer of the district's money.
7070 SECTION 5. Section 3803.154(a), Special District Local Laws
7171 Code, is amended to read as follows:
7272 (a) The district may correct, add to, or delete an
7373 assessment from its assessment rolls and collect an assessment due
7474 under the correction, addition, or deletion if:
7575 (1) the district gives [after] notice and hearing in
7676 the manner required by Section 375.115, Local Government Code; or
7777 (2) the change does not increase the amount of
7878 assessment of any parcel of land.
7979 SECTION 6. This Act takes effect immediately if it receives
8080 a vote of two-thirds of all the members elected to each house, as
8181 provided by Section 39, Article III, Texas Constitution. If this
8282 Act does not receive the vote necessary for immediate effect, this
8383 Act takes effect September 1, 2015.
