| 13 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 9 | | SECTION 1. Subchapter B, Chapter 552, Government Code, is |
|---|
| 15 | 10 | | amended by adding Section 552.030 to read as follows: |
|---|
| 16 | 11 | | Sec. 552.030. REQUESTS FOR INFORMATION MADE TO SCHOOL |
|---|
| 17 | 12 | | DISTRICTS. (a) The control files of a database used by a school |
|---|
| 18 | 13 | | district to record financial information, or an analogous component |
|---|
| 19 | 14 | | that records the physical structure of the district's database, are |
|---|
| 20 | 15 | | public information subject to disclosure under this chapter. |
|---|
| 21 | 16 | | (b) A school district shall cooperate with a requestor to |
|---|
| 22 | 17 | | provide information requested under this chapter in the most |
|---|
| 23 | 18 | | efficient and cost-effective manner practicable. |
|---|
| 24 | 19 | | (c) This section does not require the disclosure of |
|---|
| 25 | 20 | | information for which an employee declines public access under |
|---|
| 26 | 21 | | Section 552.024 or of information made confidential under Section |
|---|
| 27 | 22 | | 552.135 or 552.147. |
|---|
| 28 | 23 | | SECTION 2. The change in law made by this Act applies only |
|---|
| 29 | 24 | | to a request for public information made on or after the effective |
|---|
| 30 | 25 | | date of this Act. A request for public information made before the |
|---|
| 31 | 26 | | effective date of this Act is governed by the law in effect on the |
|---|
| 32 | 27 | | date of the request, and that law is continued in effect for that |
|---|
| 33 | 28 | | purpose. |
|---|
| 34 | 29 | | SECTION 3. This Act takes effect immediately if it receives |
|---|
| 35 | 30 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 36 | 31 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 37 | 32 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 38 | 33 | | Act takes effect September 1, 2015. |
