| 10 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 9 | | SECTION 1. DEFINITIONS. In this Act: |
|---|
| 12 | 10 | | (1) "Development board" means the Texas Water |
|---|
| 13 | 11 | | Development Board. |
|---|
| 14 | 12 | | (2) "Land office" means the General Land Office. |
|---|
| 15 | 13 | | SECTION 2. STUDY. (a) The land office in consultation |
|---|
| 16 | 14 | | with the development board shall conduct a study regarding the use |
|---|
| 17 | 15 | | of wind or solar power to desalinate brackish groundwater on real |
|---|
| 18 | 16 | | property owned by the state. |
|---|
| 19 | 17 | | (b) The land office and the development board may request |
|---|
| 20 | 18 | | data from any state agency in conducting the study. An agency |
|---|
| 21 | 19 | | receiving a request under this subsection shall provide the |
|---|
| 22 | 20 | | requested data. |
|---|
| 23 | 21 | | (c) The land office may coordinate with a research division |
|---|
| 24 | 22 | | of a university in conducting the study. |
|---|
| 25 | 23 | | SECTION 3. REPORT. (a) Not later than December 31, 2016, |
|---|
| 26 | 24 | | the land office shall report the results of the study conducted |
|---|
| 27 | 25 | | under this Act to the governor and the legislature. |
|---|
| 28 | 26 | | (b) The report described by this section may not disclose |
|---|
| 29 | 27 | | information that is excepted from the requirements of Section |
|---|
| 30 | 28 | | 552.021, Government Code. |
|---|
| 31 | 29 | | SECTION 4. EFFECTIVE DATE. This Act takes effect |
|---|
| 32 | 30 | | immediately if it receives a vote of two-thirds of all the members |
|---|
| 33 | 31 | | elected to each house, as provided by Section 39, Article III, Texas |
|---|
| 34 | 32 | | Constitution. If this Act does not receive the vote necessary for |
|---|
| 35 | 33 | | immediate effect, this Act takes effect September 1, 2015. |
