55 CONCURRENT RESOLUTION
66 WHEREAS, Year after year, the federal government has failed
77 to make fiscally responsible choices, and Washington must now take
88 aggressive steps to address our national deficit; and
99 WHEREAS, The United States Congress routinely passes budgets
1010 leading the government to spend more than it receives in revenue; in
1111 order to finance the resulting budget deficit, the U.S. Treasury
1212 must sell bonds and the government must pay interest on those bonds;
1313 this cycle of deficit spending leaves less money for new programs or
1414 tax cuts, and it could prove detrimental to the future stability of
1515 our country; and
1616 WHEREAS, United States indebtedness to governments of
1717 foreign nations continues to rise; costly federal programs that are
1818 essentially unfunded or underfunded mandates to states threaten the
1919 ability of state and local governments to continue to balance their
2020 budgets; moreover, future generations of Americans inevitably face
2121 increased taxation and a weakened economy as a direct result of the
2222 bloated debt; and
2323 WHEREAS, A federal balanced budget amendment will ensure that
2424 Congress uses taxpayer dollars wisely, and it is vital that we take
2525 this step to avert fiscal calamity and eliminate future deficits;
2626 now, therefore, be it
2727 RESOLVED, That the 84th Legislature of the State of Texas
2828 hereby respectfully urge the Congress of the United States to
2929 propose and submit to the states for ratification an amendment to
3030 the United States Constitution requiring that, except during a time
3131 of national emergency, the total of all federal appropriations made
3232 by Congress for any fiscal year not exceed the total of all
3333 estimated federal revenue for that fiscal year, together with any
3434 related and appropriate fiscal restraints; and, be it further
3535 RESOLVED, That the Texas secretary of state forward official
3636 copies of this resolution to the president of the United States, to
3737 the president of the Senate and speaker of the House of
3838 Representatives of the United States Congress, and to all the
3939 members of the Texas delegation to Congress with the request that
4040 this resolution be entered in the Congressional Record as a
4141 memorial to the Congress of the United States of America.
