9 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

10 | 10 | | SECTION 1. Section 5(b), Article III, Texas Constitution, |
---|
11 | 11 | | is amended to read as follows: |
---|
12 | 12 | | (b) When convened in regular session [Session], the first 60 |
---|
13 | 13 | | [thirty] days thereof shall be devoted to the introduction of bills |
---|
14 | 14 | | and resolutions, acting upon emergency appropriations, passing |
---|
15 | 15 | | upon the confirmation of the recess appointees of the Governor and |
---|
16 | 16 | | such emergency matters as may be submitted by the Governor in |
---|
17 | 17 | | special messages to the Legislature. During that period, [the |
---|
18 | 18 | | succeeding thirty days of the regular session of the Legislature] |
---|
19 | 19 | | the various committees of each House may [shall] hold hearings to |
---|
20 | 20 | | consider all bills, [and] resolutions, and other matters then |
---|
21 | 21 | | pending[;] and such emergency matters as may be submitted by the |
---|
22 | 22 | | Governor. During the remainder of the session, the Legislature |
---|
23 | 23 | | shall act upon such bills and resolutions as may be then pending and |
---|
24 | 24 | | upon such emergency matters as may be submitted by the Governor in |
---|
25 | 25 | | special messages to the Legislature. |

26 | 26 | | SECTION 2. This proposed constitutional amendment shall be |
---|
27 | 27 | | submitted to the voters at an election to be held November 3, 2015. |
---|
28 | 28 | | The ballot shall be printed to permit voting for or against the |
---|
29 | 29 | | proposition: "The constitutional amendment revising the order of |
---|
30 | 30 | | legislative business to permit legislative committees to consider |
---|
31 | 31 | | matters during the first 60 days of a regular session." |
