55 A JOINT RESOLUTION
66 proposing a constitutional amendment revising the order of
77 legislative business to permit legislative committees to consider
88 matters during the first 60 days of a regular session.
99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 5(b), Article III, Texas Constitution,
1111 is amended to read as follows:
1212 (b) When convened in regular session [Session], the first 60
1313 [thirty] days thereof shall be devoted to the introduction of bills
1414 and resolutions, acting upon emergency appropriations, passing
1515 upon the confirmation of the recess appointees of the Governor and
1616 such emergency matters as may be submitted by the Governor in
1717 special messages to the Legislature. During that period, [the
1818 succeeding thirty days of the regular session of the Legislature]
1919 the various committees of each House may [shall] hold hearings to
2020 consider all bills, [and] resolutions, and other matters then
2121 pending[;] and such emergency matters as may be submitted by the
2222 Governor. During the remainder of the session, the Legislature
2323 shall act upon such bills and resolutions as may be then pending and
2424 upon such emergency matters as may be submitted by the Governor in
2525 special messages to the Legislature.
2626 SECTION 2. This proposed constitutional amendment shall be
2727 submitted to the voters at an election to be held November 3, 2015.
2828 The ballot shall be printed to permit voting for or against the
2929 proposition: "The constitutional amendment revising the order of
3030 legislative business to permit legislative committees to consider
3131 matters during the first 60 days of a regular session."
