| 13 | 13 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 14 | 14 | | SECTION 1. Section 47, Article III, Texas Constitution, is |
|---|
| 15 | 15 | | amended by amending Subsection (a) and adding Subsection (d-1) to |
|---|
| 16 | 16 | | read as follows: |
|---|
| 17 | 17 | | (a) The Legislature shall pass laws prohibiting lotteries |
|---|
| 18 | 18 | | and gift enterprises in this State other than those authorized by |
|---|
| 19 | 19 | | Subsections (b), (d), (d-1), and (e) of this section. |
|---|
| 20 | 20 | | (d-1) The legislature by general law may permit a |
|---|
| 21 | 21 | | professional sports team charitable foundation to conduct |
|---|
| 22 | 22 | | charitable raffles under the terms and conditions imposed by |
|---|
| 23 | 23 | | general law. The law may authorize the charitable foundation to pay |
|---|
| 24 | 24 | | with the raffle proceeds reasonable advertising, promotional, and |
|---|
| 25 | 25 | | administrative expenses. |

| 26 | 26 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 27 | 27 | | submitted to the voters at an election to be held November 3, 2015. |

| 28 | 28 | | The ballot shall be printed to permit voting for or against the |
|---|
| 29 | 29 | | proposition: "The constitutional amendment authorizing the |
|---|
| 30 | 30 | | legislature to permit professional sports team charitable |
|---|
