| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Leopoldo "Polo" Palacios, who is retiring as mayor of |
|---|
| 4 | 4 | | Pharr after more than three decades of outstanding public service |
|---|
| 5 | 5 | | on behalf of the city; and |
|---|
| 6 | 6 | | WHEREAS, Polo Palacios began his career in public service |
|---|
| 7 | 7 | | in 1985 when he was appointed to fill an unexpired term on the |
|---|
| 8 | 8 | | Pharr City Commission; during his time as commissioner, he played |
|---|
| 9 | 9 | | a pivotal role in Pharr's annexation of the Las Milpas area; due |
|---|
| 10 | 10 | | to the annexation, more than 20,000 people were provided with |
|---|
| 11 | 11 | | such basic needs as clean water, sewage service, and safe |
|---|
| 12 | 12 | | electricity; and |
|---|
| 13 | 13 | | WHEREAS, A graduate of The University of Texas--Pan |
|---|
| 14 | 14 | | American and a longtime social worker, Mr. Palacios was elected |
|---|
| 15 | 15 | | mayor of Pharr in 2002; under his leadership, the city earned |
|---|
| 16 | 16 | | numerous honors and awards, including designation as an |
|---|
| 17 | 17 | | All-America City, a Preserve America City, and a Texas Main |
|---|
| 18 | 18 | | Street City; and |
|---|
| 19 | 19 | | WHEREAS, He played a significant role in the vision and |
|---|
| 20 | 20 | | decision-making that went into the construction and permitting |
|---|
| 21 | 21 | | of the Pharr-Reynosa International Bridge and served as a member |
|---|
| 22 | 22 | | of its board; he also has been a member of the Hidalgo County |
|---|
| 23 | 23 | | Metropolitan Planning Commission and the Lower Rio Grande Valley |
|---|
| 24 | 24 | | Development Council; and |
|---|
| 25 | 25 | | WHEREAS, A leading South Texas citizen, he is respected and |
|---|
| 26 | 26 | | admired by people throughout the Rio Grande Valley, and his |
|---|
| 27 | 27 | | presence as mayor of Pharr will be greatly missed; now, |
|---|
| 28 | 28 | | therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the Senate of the State of Texas, 84th |
|---|
| 30 | 30 | | Legislature, hereby commend Leopoldo Palacios on his outstanding |
|---|
| 31 | 31 | | service to the people of Pharr as city commissioner and as mayor |
|---|
| 32 | 32 | | and extend to him best wishes for the future; and, be it further |
|---|
| 33 | 33 | | RESOLVED, That a copy of this Resolution be prepared for |

| 34 | 34 | | him as an expression of high esteem from the Texas Senate. |
