| 6 | 6 | | Legislature, Regular Session, 2015, That Senate Rule 12.03 be |

| 7 | 7 | | suspended in part as provided by Senate Rule 12.08 to enable the |
|---|
| 8 | 8 | | conference committee appointed to resolve the differences on |
|---|
| 9 | 9 | | House Bill 1842 (public school accountability, including the |
|---|
| 10 | 10 | | intervention in and sanction of a public school that has received |
|---|
| 11 | 11 | | an academically unsuccessful performance rating for at least two |
|---|
| 12 | 12 | | consecutive school years and the designation of a school district |
|---|
| 13 | 13 | | as a district of innovation) to consider and take action on the |
|---|
| 14 | 14 | | following matter: |
|---|
| 15 | 15 | | Senate Rule 12.03(4) is suspended to permit the committee |
|---|
| 16 | 16 | | to add text on a matter which is not included in either the house |
|---|
| 17 | 17 | | or senate version of the bill in proposed SECTION 12 of the bill, |
|---|
| 18 | 18 | | in added Section 39.107(g-1), Education Code, to read as follows: |

| 19 | 19 | | (g-1) If the commissioner orders alternative management |
|---|
| 20 | 20 | | of a campus under Subsection (d)(2), the school district shall |
|---|
| 21 | 21 | | execute a contract with a managing entity for a term not to exceed |
|---|
| 22 | 22 | | five years. The commissioner may require a district to extend |
|---|
| 23 | 23 | | the term of the contract if the commissioner determines that |
|---|
| 24 | 24 | | extending the contract on expiration of the initial term is in |
|---|
| 25 | 25 | | the best interest of the students attending the campus. The |
|---|
| 26 | 26 | | terms of the contract must be approved by the commissioner. If a |
|---|
| 27 | 27 | | campus receives an academically unacceptable performance rating |
|---|
| 28 | 28 | | for two consecutive school years after the managing entity |
|---|
| 29 | 29 | | assumes management of the campus, the commissioner shall cancel |
|---|
| 30 | 30 | | the contract with the managing entity. |

| 31 | 31 | | Explanation: This change is necessary to ensure that the |
|---|
| 32 | 32 | | commissioner of education may require a school district to extend |
|---|
| 33 | 33 | | the term of a contract with a managing entity for the alternative |
|---|
| 34 | 34 | | management of a campus if the commissioner determines the |
|---|
| 35 | 35 | | extension is in the best interest of the students attending the |
|---|
