11 SENATE RESOLUTION NO. 144
22 WHEREAS, A distinguished delegation from South Texas is
33 visiting Austin on February 10, 2015, to celebrate Rio Grande
44 Valley Day at the State Capitol; and
55 WHEREAS, Enjoying a strategic location on the Gulf of
66 Mexico and along the Mexican border, the Rio Grande Valley was an
77 important ranching region when Texas became the nation's 28th
88 state in 1845; over time, the economy shifted from ranching to
99 agriculture, and the Valley became the state's center of citrus
1010 and vegetable production; and
1111 WHEREAS, In the 1960s, industry flourished and
1212 international trade became increasingly prominent; the region
1313 has contributed significantly to the tremendous increase in
1414 commerce across the United States-Mexico border, which now
1515 averages more than $1.3 billion in goods and services per day,
1616 and also accounts for a major portion of the $4.5 billion a year
1717 that Mexican nationals spend on retail purchases in Texas; and
1818 WHEREAS, The Valley has over 1.3 million residents, and
1919 local and state officials have focused on the need to expand
2020 access to higher education, strengthen the workforce, and
2121 introduce pioneering businesses, such as United Launch Alliance,
2222 which has been engineering rockets in the area for over a decade,
2323 and now, SpaceX, which promises to be the Rio Grande Valley's
2424 gateway to space exploration; furthermore, in 2013, the
2525 legislature created The University of Texas Rio Grande Valley,
2626 partnering with SpaceX to create STARGATE, the university's
2727 first research center of excellence; the university is enrolling
2828 its first class in Fall 2015, and the new University of Texas Rio
2929 Grande Valley Medical School is slated to open the following
3030 year; and
3131 WHEREAS, The focus for today's special legislative event is
3232 border security, workforce development, infrastructure, and
3333 higher education, and major sponsors include The University of
3434 Texas Rio Grande Valley, the City of Harlingen, the City of
3535 Edinburg, the City of McAllen, the Port of Brownsville, the Rio
3636 Grande Valley Partnership, the McAllen Chamber of Commerce, the
3737 Mission Economic Development Corporation, South Texas College,
3838 the Anzalduas International Bridge, the McAllen Economic
3939 Development Corporation, the Edinburg Economic Development
4040 Corporation, and the Edinburg Chamber of Commerce; several
4141 private sector businesses, such as American Electric Power,
4242 Linebarger, and Texas Regional Bank, are also promoting greater
4343 regional cooperation in the 21st century; and
4444 WHEREAS, A vibrant region with a rich heritage, the Rio
4545 Grande Valley is poised to take advantage of tremendous
4646 opportunities for continued economic development, and it is
4747 indeed most fitting to honor Valley residents for their
4848 dedication to building a bright and prosperous future for the
4949 area; now, therefore, be it
5050 RESOLVED, That the Senate of the State of Texas, 84th
5151 Legislature, hereby recognize February 10, 2015, as Rio Grande
5252 Valley Day at the State Capitol and extend to all participants
5353 sincere best wishes for a productive and enjoyable visit.
