1	1	SENATE RESOLUTION NO. 144
2	2	WHEREAS, A distinguished delegation from South Texas is
3	3	visiting Austin on February 10, 2015, to celebrate Rio Grande
4	4	Valley Day at the State Capitol; and
5	5	WHEREAS, Enjoying a strategic location on the Gulf of
6	6	Mexico and along the Mexican border, the Rio Grande Valley was an
7	7	important ranching region when Texas became the nation's 28th
8	8	state in 1845; over time, the economy shifted from ranching to
9	9	agriculture, and the Valley became the state's center of citrus
10	10	and vegetable production; and
11	11	WHEREAS, In the 1960s, industry flourished and
12	12	international trade became increasingly prominent; the region
13	13	has contributed significantly to the tremendous increase in
14	14	commerce across the United States-Mexico border, which now
15	15	averages more than $1.3 billion in goods and services per day,
16	16	and also accounts for a major portion of the $4.5 billion a year
17	17	that Mexican nationals spend on retail purchases in Texas; and
18	18	WHEREAS, The Valley has over 1.3 million residents, and
19	19	local and state officials have focused on the need to expand
20	20	access to higher education, strengthen the workforce, and
21	21	introduce pioneering businesses, such as United Launch Alliance,
22	22	which has been engineering rockets in the area for over a decade,
23	23	and now, SpaceX, which promises to be the Rio Grande Valley's
24	24	gateway to space exploration; furthermore, in 2013, the
25	25	legislature created The University of Texas Rio Grande Valley,
26	26	partnering with SpaceX to create STARGATE, the university's
27	27	first research center of excellence; the university is enrolling
28	28	its first class in Fall 2015, and the new University of Texas Rio
29	29	Grande Valley Medical School is slated to open the following
30	30	year; and
31	31	WHEREAS, The focus for today's special legislative event is
32	32	border security, workforce development, infrastructure, and
33	33	higher education, and major sponsors include The University of
34	34	Texas Rio Grande Valley, the City of Harlingen, the City of
35	35	Edinburg, the City of McAllen, the Port of Brownsville, the Rio
36	36	Grande Valley Partnership, the McAllen Chamber of Commerce, the
37	37	Mission Economic Development Corporation, South Texas College,
38	38	the Anzalduas International Bridge, the McAllen Economic
39	39	Development Corporation, the Edinburg Economic Development
40	40	Corporation, and the Edinburg Chamber of Commerce; several
41	41	private sector businesses, such as American Electric Power,
42	42	Linebarger, and Texas Regional Bank, are also promoting greater
43	43	regional cooperation in the 21st century; and
44	44	WHEREAS, A vibrant region with a rich heritage, the Rio
45	45	Grande Valley is poised to take advantage of tremendous
46	46	opportunities for continued economic development, and it is
47	47	indeed most fitting to honor Valley residents for their
48	48	dedication to building a bright and prosperous future for the
49	49	area; now, therefore, be it
50	50	RESOLVED, That the Senate of the State of Texas, 84th
51	51	Legislature, hereby recognize February 10, 2015, as Rio Grande
52	52	Valley Day at the State Capitol and extend to all participants
53	53	sincere best wishes for a productive and enjoyable visit.
