11 SENATE RESOLUTION NO. 166
22 WHEREAS, The Texas Silver-Haired Legislature is
33 celebrating its 30th anniversary on February 17, 2015, and this
44 occasion provides a welcome opportunity to honor this noteworthy
55 organization; and
66 WHEREAS, In 1985, the 69th Texas Legislature authorized
77 the creation of the Texas Silver-Haired Legislature, which met
88 for its first session in the house chambers during the following
99 interim; the group represents older constituents, and its
1010 members, who are at least 60 years of age, are elected to two-year
1111 terms by their peers in 28 districts across the state; and
1212 WHEREAS, The Texas Silver-Haired Legislature promotes good
1313 government for all Texans by encouraging active participation in
1414 civic life; its members assist in formulating legislative
1515 priorities and serve as a resource to the public and private
1616 sectors on matters of concern to seniors; in addition, the
1717 organization provides advocacy training to help members become
1818 more effective in the civic life of their own communities; and
1919 WHEREAS, Over the years, the organization's involvement
2020 has resulted in legislative action on a number of issues; such
2121 instances include the passage of laws freezing city, county, and
2222 junior college district taxes for elderly and disabled
2323 homeowners, creating the Silver Alert for missing seniors,
2424 requiring criminal background checks for employees at special
2525 care facilities, and providing custodial grandparents with the
2626 ability to enroll their grandchildren in school; in addition, the
2727 Texas Silver-Haired Legislature played a key role in the
2828 establishment of the Joint Legislative Committee on Aging; and
2929 WHEREAS, The vitality of our democratic system depends on
3030 the engagement of an informed citizenry, and for three decades,
3131 the Texas Silver-Haired Legislature has partnered successfully
3232 with the Texas Legislature, serving as a vital source of wisdom,
3333 knowledge, and experience; now, therefore, be it
3434 RESOLVED, That the Senate of the State of Texas, 84th
3535 Legislature, hereby commemorate the 30th anniversary of the
3636 Texas Silver-Haired Legislature and honor the members of the
3737 organization for their outstanding contributions to the Lone
3838 Star State; and, be it further
3939 RESOLVED, That a copy of this Resolution be prepared for the
4040 organization as an expression of esteem from the Texas Senate.
